<br />Bob Philcox (100S Malaga Court) and Fred Musser (1138 Mataro Court) spoke in support of the <br />proposal. Jeff Nespor (837 Clara Lane) spoke in support of the proposal but requested that <br />Clara Lane be completed to its planned right-of-way width before being used for Hatsushi's ac- <br />cess and construction traffic. <br /> <br />The Planning Commission discussed construction hours, traffic calming rneasures, and requiring <br />a temporary use permit or other time limit on the EVA to Montevino Drive. Staff noted at the <br />public hearing that the Vineyard Avenue Corridor Specific Plan specified the EVA's use and <br />timing. The Planning Commission voted 3-0-3 to forward the proposed project to the City <br />Council with a recommendation of approval with the following changes and additions: <br /> <br />. Modify the definition of a small-family daycare to match state law; and, <br />. Modify the disclosure section to include the asphalt batch plant. <br /> <br />The applicants and staff support the Planning Commission's recommendations and have incor- <br />porated the changes in the draft ordinance. Staff also updated the draft conditions of approval to <br />reflect the City's residential green building ordinance. <br /> <br />IV. PROJECT DESCRIPTION <br /> <br />A detailed project description is contained in the attached Planning Commission staff report. A <br />summary of the development proposal includes the following: <br /> <br />. Thirteen single-family custom home building sites divided into two phases. Phase <br />One will include Lots 10 through 13 and Parcel "A", the existing Hatsushi home, on <br />the upper portion of the site. Phase Two will include Lots 1 through 9, the sites of the <br />Western Garden Nursery and Tri-Valley Landscaping and Masonry Supply, on the <br />lower portions of the site. Design guidelines will be used to control the development <br />of each individual lot. <br /> <br />. The proposed project will be constructed in two phases. Phase One will include the <br />cul-de-sac serving Lots 10 through 13, the public street connection to the adjoining <br />Clara Lane development, and an emergency vehicle access (EVA) from the proposed <br />cul-de-sac to Montevino Drive. Phase two will include the public street and cul-de- <br />sac serving Lots 1 through 9 and the connection to Vineyard Avenue. <br /> <br />. Parcel "A" includes the existing Hatsushi home and accessory structures. As pro- <br />posed and conditioned in the draft ordinance, limited animal husbandry including cat- <br />tle grazing will be allowed on the open space portion of Parcel "A". <br /> <br />. Parcel "B" is a landscape area facing Vineyard Avenue and Parcel "c" is a landscape <br />area and slope bank adjoining the landscape areas and slope banks of the adjoining <br />Clara Lane developments.
