Parcels <br />"B" and "c" will be owned and maintained by the development's homeowners asso- <br />ciation. <br /> <br />V. DISCUSSION <br /> <br />Emergency Vehicle Access to Montevino Drive <br /> <br />Staff will augment its analysis in the attached Planning Commission staff with the following ad- <br />ditional information. The major issue expressed by Montevino Drive neighbors is the EVA <br />connection between Lots 10 through 13 and Montevino Drive and its use by construction/do- <br />mestic traffic. Pursuant to the Specific Plan, the EVA's use by Hatsushi construction/domestic <br />traffic is allowed until Clara Lane is connected to the Hatsushi development. As stated at the <br />Planning Commission hearing, the neighborhood opposition is based on the existing traffic <br />problems on Montevino Drive including high vehicle speeds, difficulty with backing-out onto <br />Montevino Drive, vehicular noise, construction traffic noise, etc. <br /> <br />As previously stated, staff, the Hatsushis and their consultants, and Michael Aminian, owner of <br />the property adjoining Lot 10 that will provide the required right-of-way to complete Clara <br />Lane, have met to discuss right-of-way acquisition, shared construction costs, and construction <br />timing. Mr. Aminian has agreed to work with staff and the Hatsushis to dedicate right-of-way <br />and share design/construction costs to complete Clara Lane before development of his property. <br />These discussions continue. Staff notes that Mr. Aminian has submitted PUD-S6, the develop- <br />ment plan proposal to subdivide his property into three lots. Hence, staff believes that consen- <br />sus on the remaining details to complete Clara Lane before development of the Aminian prop- <br />erty will be achieved, with the goal of constructing Clara Lane in conjunction with or close to <br />the Hatsushi's first construction phase. <br /> <br />Ralph and Amy Hughes stated at the Planning Commission hearing that Lot 10 is their lot and <br />will be the first lot constructed after the subdivision improvements are completed. Lots 11 <br />through 12 will be reserved for Mr. Hatsushi's grandchildren who are still in college or medical <br />school. For this reason, staff believes that their development will occur after Clara Lane is com- <br />pleted. Therefore, the construction traffic impacting Montevino Drive is anticipated to be lim- <br />ited to site grading and utilities, public street construction, and the construction of the house on <br />Lot 10. After Clara lane is extended to the Hatsushi development, the EVA will remain as an <br />EVA only, permanently, per the Specific Plan. <br /> <br />Tree Removal and Mitigation <br /> <br />There are 43 existing trees on the Hatsushi property including California pepper, acacia, willow, <br />valley oak, blue gum, and orchard trees including California black walnut trees. A total of 19 <br />heritage size trees will be removed with the proposed development. As conditioned, the project <br />developer will install four, 24-inch box-size specimen trees for each heritage-size tree to be re- <br /> <br />SR 06:159 <br />Page 5 of8 <br />
