<br />II. SUBJECT PROPERTY AND SURROUNDING AREA <br /> <br />The subject property is a IS-acre site composed of three separate parcels owned by Kazuo and <br />Takiko Hatsushi. It is located in Subarea 1 of the Vineyard Avenue Corridor Specific Plan and <br />is covered by the Specific Plan's Final Environmental Impact Report. Since 1971, the Hatsushi <br />family has operated the K. Hatsushi Nursery on Parcell, have lived in their home on Parcel 2, <br />and have grazed cattle on Parcels 2 and 3. An aerial photograph with the attached Planning <br />Commission staff report shows existing structures and uses. <br /> <br />Going north to south, the Hatsushi property slopes upward from Vineyard A venue gaining in <br />elevation from 430-feet above mean sea level to SSO-feet. All existing structures except for the <br />Hatsushi home and accessory structures will be removed with the proposed project. New and <br />existing residential developments surrounding the Hatsushi property are shown on the aerial <br />photograph with the attached Planning Commission staff report and are described on the follow- <br />ing table. <br /> <br />Direction Development <br />North Vineyard Avenue and single-family detached homes on 8,000 to 9,000 square foot lots. <br />East "Clara Lane" by Delco Builders consisting of single-family detached homes on 15,000 <br /> to 20,000 square foot lots and permanent open space area. <br />South "Beratlis Place" by Chris Beratlis consisting of single-family custom homes on 15,000 <br /> to 20,000 square foot lots now under construction. <br />West "Vintage Hills" consisting of single-family detached homes on 6,500+ square foot lots. <br /> <br />III. PLANNING COMMISSION PUBLIC HEARING <br /> <br />The Planning Commission reviewed the proposal at its public hearing held on April 26, 2006. <br />Minutes of the meeting are attached. Commissioner Brian Arkin recused himself from the hear- <br />ing for having had accepted a campaign donation from Michael Aminian, an adjacent home- <br />owner to the Hatsushis. Commissioners Phil Blank and Trish Mass were absent. Mori Hatsushi <br />and Ralph Hughes, as the applicants' representative, were present to speak in favor of the pro- <br />posal and to answer questions. <br /> <br />Brian Sereda (809 Montevino Drive), Ira Madnick (309S Crestablanca Drive), Ron Cote (870 <br />Montevino Drive), Ron Lloyd (8S4 Montevino Drive), and Steve Andrews (886 Montevino <br />Drive) spoke on their concerns pertaining to: <br /> <br />. access and construction/domestic traffic onto Montevino Drive using the EVA; <br />. sight visibility for traffic entering Montevino Drive using the EVA; <br />. building heights and floor areas; <br />. traffic speeds on Montevino Drive; and, <br />. impacts to views. <br /> <br />SR 06:159 <br />Page 3 of8 <br />
