BACKGROUND <br /> <br />The proposed project will add 13 new single-family homes on the K. Hatsushi Nursery site. Ex- <br />cept for the community park and hillside portions of the Vineyard Avenue Corridor Specific <br />Plan area, this would be the last major, mass developed project for the Specific Plan area re- <br />questing City review and approval. Previously approved PUD developments are now being <br />constructed or have nearly completed City review of their final subdivision maps. <br /> <br />The proposal has been reviewed by the Planning Commission at a public work session, attended <br />by several neighbors, and at several neighborhood meetings conducted by the applicants. <br />Neighborhood interest focuses on two issues: <br /> <br />. The construction of an Emergency Vehicle Access to Montevino Drive and its use for <br />construction traffic and domestic traffic until public street connections are provided to <br />Vineyard Avenue or Clara Lane; and, <br /> <br />. The design of Lots 10 through 13 - the proposed project's first construction phase - <br />and the impacts of the construction to the Montevino Drive neighbors adjoining these <br />lots. <br /> <br />II. SUBJECT PROPERTY AND SURROUNDING AREA <br /> <br />Subject Property <br /> <br />The subject property is a IS-acre site composed of three separate parcels owned by Kazuo and <br />Takiko Hatsushi. It is located in Subarea 1 of the Vineyard Avenue Corridor Specific Plan and <br />is covered by the Specific Plan's Final Environmental Impact Report. A copy of Figure III-3, <br />"Property Ownership and Subarea Map", Vineyard Avenue Corridor Specific Plan, is at- <br />tached. Since 1971, the Hatsushi family has operated the K. Hatsushi Nursery on Parcell; have <br />lived in their home on Parcel 2; and have grazed cattle on Parcels 2 and 3. <br /> <br />For the past several years, the Hatsushis have leased the nursery business to Western Garden <br />Nursery and have leased a portion of their property to Tri-Valley Landscaping and Masonry <br />Supply, Inc. Another portion of their property is being used as a materials storage area. The at- <br />tached aerial photograph shows existing structures and uses. Last year, the Planning Commis- <br />sion approved a Conditional Use Permit allowing the Hatsushis to import surplus dirt from the <br />adjoining Beratlis construction site to their property and to store the dirt in the general area of <br /> <br />Item 6.b., PUD-99-14 <br /> <br />Page 2 of 24 <br /> <br />April 26, 2006 <br />
