2. Make the PUD Development Plan Findings 1 through 7 as stated in the attached
Planning Commission staff report; and,

3. Introduce the Draft Ordinance approving Case PUD-99-14 for a PUD Develop-
ment Plan approval for a 13-lot, 3-parcel development shown on Exhibit "A",
dated "Received April 21, 2006" subject to Exhibit "B", Draft Conditions of Ap-
proval.

SUMMARY

The Planning Commission reviewed the proposed project at a public work session and
public hearing. Prior to the work session, the applicants conducted several neighborhood
meetings on their own. Neighborhood interest and concern focuses on two issues: use of
the Emergency Vehicle Access to Montevino Drive for construction traffic and domestic
traffic until public street connections are provided to Vineyard Avenue or Clara Lane;
and impacts of the homes on Lots 10 through 13 on the Montevino Drive neighbors ad-
joining these lots. The Planning Commission recommended approval of the proposal
with two additional conditions, which were incorporated into the draft ordinance.

Honorable Mayor and Members of the City Council:

I. BACKGROUND

The proposed project will add 13 new single-family homes on the former K. Hatsushi Nursery
site. Except for the community park and hillside portions of the Vineyard Avenue Corridor Spe-
cific Plan area, this will be the last major, mass developed project for the Specific Plan area
requesting City review and approval.

The proposal has been reviewed by the Planning Commission at a public work session and pub-
lic hearing, attended by several neighbors, and at several neighborhood meetings conducted by
the applicants. Neighborhood interest focuses on two issues:

. The construction of an Emergency Vehicle Access to Montevino Drive and its use for
construction traffic and domestic traffic until public street connections are provided to
Vineyard Avenue or Clara Lane; and,

. The design of Lots 10 through 13 - the proposed project's first construction phase -
and the impacts of their construction to the Montevino Drive neighbors adjoining
these lots.

SR 06:159
Page 2 of8
