<br />2. Make the PUD Development Plan Findings 1 through 7 as stated in the attached <br />Planning Commission staff report; and, <br /> <br />3. Introduce the Draft Ordinance approving Case PUD-99-14 for a PUD Develop- <br />ment Plan approval for a 13-lot, 3-parcel development shown on Exhibit "A", <br />dated "Received April 21, 2006" subject to Exhibit "B", Draft Conditions of Ap- <br />proval. <br /> <br />SUMMARY <br /> <br />The Planning Commission reviewed the proposed project at a public work session and <br />public hearing. Prior to the work session, the applicants conducted several neighborhood <br />meetings on their own. Neighborhood interest and concern focuses on two issues: use of <br />the Emergency Vehicle Access to Montevino Drive for construction traffic and domestic <br />traffic until public street connections are provided to Vineyard Avenue or Clara Lane; <br />and impacts of the homes on Lots 10 through 13 on the Montevino Drive neighbors ad- <br />joining these lots. The Planning Commission recommended approval of the proposal <br />with two additional conditions, which were incorporated into the draft ordinance. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />I. BACKGROUND <br /> <br />The proposed project will add 13 new single-family homes on the former K. Hatsushi Nursery <br />site. Except for the community park and hillside portions of the Vineyard Avenue Corridor Spe- <br />cific Plan area, this will be the last major, mass developed project for the Specific Plan area <br />requesting City review and approval. <br /> <br />The proposal has been reviewed by the Planning Commission at a public work session and pub- <br />lic hearing, attended by several neighbors, and at several neighborhood meetings conducted by <br />the applicants. Neighborhood interest focuses on two issues: <br /> <br />. The construction of an Emergency Vehicle Access to Montevino Drive and its use for <br />construction traffic and domestic traffic until public street connections are provided to <br />Vineyard Avenue or Clara Lane; and, <br /> <br />.
