<br />feature upgrades and access at no cost to the City. If a City's intent is to compete in providing <br />public Internet access or to expand the geographical area the network serves, this model should <br />be pursued. However, as indicated, this is not staff's intent and as a result, the proposed system <br />would be owned and operated by the City similar to other Wi-Fi networks currently in place. <br />Further, in the event a WISP expresses an interest in servicing the Downtown, the City would <br />welcome the opportunity and would consider limiting access to its network to assure competition. <br />Based on experience with operating our existing Wi-Fi networks, which currently include traffic <br />signals, the library, the former Valley Volunteer building,Teen Hub and other services, the <br />proposed network can be maintained with City staff with no significant additional ongoing costs. <br />If network activity and maintenance proves to be more than anticipated, staff will revisit this <br />issue. <br /> <br />Public Access Policy <br /> <br />The proposed network will be an extension of the City's network and, as such, it is subject to the <br />City's technology use policy. Currently, the City's policy related to Internet access is <br />summarized as prohibiting "accessing Internet sites that promote or involve gambling, sexually <br />explicit material, social deviations, crime, drugs and alcohol, violence and hate speech." As a <br />result, this same policy will apply to employees accessing the Wi-Fi. As a matter of policy, the <br />City Council could place similar restrictions on public usage by requiring users to confirm that <br />they have read and understand these policies prior to accessing the network. Some precedent was <br />established for this type of policy as part of the implementation of the City Message Board that <br />informs users of City policy as follows: <br /> <br />"This Message Forum is self moderated, meaning all messages will be posted as submitted <br />except that system software is configured to automatically delete profanity prior to posting. <br />The City reserves the right to remove a message if it: <br /> <br />. Contains profanity <br />. Is a personal attack <br />. Concerns illegal activity (e.g., an offer to buy or sell drugs)" <br /> <br />In addition, it may be beneficial to inform the public that the City will not sell or collect data <br />regarding Internet usage but that privacy is not fully protected and that network security is a <br />responsibility of the user. As an example, if a user was regularly downloading material <br />significantly impacting the quality of the network, the City could terminate the transaction. <br />Further, City network monitoring software could provide staff with information regarding <br />frequently visited sites. A person or vendor using the network for commerce should take <br />necessary actions to assure their transactions are secure. <br /> <br />SR:06: 171 <br />Page 4 <br />
