<br />To address the above issues, staff recommends the following language be included upon <br />accessing the Wi-Fi network: <br /> <br />I acknowledge I am accessing a network owned and operated by the City of Pleasanton. I <br />agree I will not access Internet sites promoting or involving gambling, sexually explicit <br />material, crime, drugs and alcohol, violence and hate speech. I understand that the City <br />will not sell or store data related to my Internet usage but that as part of ongoing <br />maintenance, the City will monitor network traffic. I understand the City has no liability <br />regarding the ability to access this network. <br /> <br />I Agree D <br /> <br />The City encourages all users to utilize available security services and tools and to apply <br />software and operating system updates to maintain computer security. If you're using this <br />network for a financial purpose, ask your vendor about its security prior to making a <br />transaction. <br /> <br />Of course, in many ways, the above represents a value statement that the Council may determine <br />is inappropriate for Internet access and as a result, the system could operate without the <br />information stated above. <br /> <br />Request for Proposals <br /> <br />Staff intends to circulate a Request for Proposals (RFP) to identity the most qualified vendor to <br />install and activate the network. As a result, we anticipate receiving proposals from vendors <br />providing base station, mesh and mixed base/distributed technologies. All of these options will <br />involve installation of antenna type equipment located at civic center and most likely at locations <br />in the Downtown. The amount and types of equipment will be determined based on technologies <br />proposed. Staff is interested in limiting the amount and visual impact of equipment and this will <br />be considered as part of the proposal evaluation process. A description of the various types of <br />equipment that could be used is included as Attachment B. <br /> <br />Contract award will be based on pricing, reliability and maintenance requirements, including the <br />following criteria: <br /> <br />. Consistent signal strength within coverage area; <br />. Minimum guaranteed performance requirements and reliability; <br />. Scalability or the seamless ability to easily increase capacity and coverage areas; <br />. Multiple ssm (network identifiers) and multiple VLANs (virtual local area networks) to <br />facilitate usage by the general public, public safety and other City employees; <br />· Use of the latest authentication and encryption schemes to secure user access and data; <br />.
