To address the above issues, staff recommends the following language be included upon accessing the Wi-Fi network: I acknowledge I am accessing a network owned and operated by the City of Pleasanton. I agree I will not access Internet sites promoting or involving gambling, sexually explicit material, crime, drugs and alcohol, violence and hate speech. I understand that the City will not sell or store data related to my Internet usage but that as part of ongoing maintenance, the City will monitor network traffic. I understand the City has no liability regarding the ability to access this network. I Agree D The City encourages all users to utilize available security services and tools and to apply software and operating system updates to maintain computer security. If you're using this network for a financial purpose, ask your vendor about its security prior to making a transaction. Of course, in many ways, the above represents a value statement that the Council may determine is inappropriate for Internet access and as a result, the system could operate without the information stated above. Request for Proposals Staff intends to circulate a Request for Proposals (RFP) to identity the most qualified vendor to install and activate the network. As a result, we anticipate receiving proposals from vendors providing base station, mesh and mixed base/distributed technologies. All of these options will involve installation of antenna type equipment located at civic center and most likely at locations in the Downtown. The amount and types of equipment will be determined based on technologies proposed. Staff is interested in limiting the amount and visual impact of equipment and this will be considered as part of the proposal evaluation process. A description of the various types of equipment that could be used is included as Attachment B. Contract award will be based on pricing, reliability and maintenance requirements, including the following criteria: . Consistent signal strength within coverage area; . Minimum guaranteed performance requirements and reliability; . Scalability or the seamless ability to easily increase capacity and coverage areas; . Multiple ssm (network identifiers) and multiple VLANs (virtual local area networks) to facilitate usage by the general public, public safety and other City employees; · Use of the latest authentication and encryption schemes to secure user access and data; .
