<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />At the meeting of December 6, 2005, City Council approved an engineering design contract <br />with Bellecci & Associates for completion of the engineering construction drawings for the <br />Vineyard A venue Improvements. (Roundabout removal and median island construction <br />between Bernal Avenue and Pietronave Lane.) <br /> <br />At the meeting of April 18, 2006, City Council authorized staff to proceed with construction <br />drawings based upon the conceptual plans for the roundabout removal project, and the use of <br />Old Vineyard Avenue as the construction detour during the removal of the roundabouts and <br />construction of new improvements. <br /> <br />City staff held a public meeting on March 14, 2006, in order to present the preliminary <br />improvement drawings and traffic detour options for the public's review and input and to <br />inform the public of the City Council's direction. Notices were sent out to over 2,200 <br />residents, notifying them of the upcoming City Council meeting to be held on April 18, 2006, <br />to review the project and to provide the opportunity for public comment. The notices were for <br />both the roundabout removal and a companion item on Vineyard Avenue, for median and <br />landscape improvements from Bernal Avenue to Pietronave Lane. At the conclusion of the <br />April 18th Council meeting, staff was directed to proceed with final construction plans based <br />upon the conceptual plan for the roundabout removal project, and to include the use of Old <br />V ineyard A venue as the construction detour during the duration of the project. <br /> <br />Minor street repairs and tree trimming are required on Old Vineyard Avenue prior to using <br />the roadway as a construction detour. City forces are making the repairs which include <br />refreshing lane markings, installing traffic signage, tree trimming along the edge of roadway, <br />filling of potholes, and providing pavement repairs. Traffic detours onto the construction <br />detour route will limit vehicular speed limit to 25 MPH. <br /> <br />Roundabout Removals <br /> <br />The construction plans consist of removing the reinforced concrete circles and approach <br />islands. Included is widening of the roadway to the north by approximately 18 feet between <br />Thiessen Streets (East and West) and eventually tapering back into the easterly and westerly <br />Vineyard Avenue roadway project limits. The approximate length of roadway improvements <br />is 1,900 feet. The proposed roadway width generally consists of two 6-foot bike lanes, two <br />12-foot travel lanes, and 12-14 foot left turn pockets. <br /> <br />SR 06:157 <br />Page 2 of 4 <br />
