<br />days versus fifteen working days), provide the City with the same insurance <br />protection, and give the City of Pleasanton priority for consultant services <br />following a local or regional emergency. <br /> <br />There are two basic changes in the contract that were added to help the <br />consultants to keep parity with the level of work now expected of them. In <br />regard to the added work of checking on-site construction plans for the new <br />National Pollution Discharge Elimination System (NPDES) requirements, <br />the plan review rate for NPDES plan reviews was changed from 30% to <br />40%. Additionally, the flat fee rate increase per year of contract was <br />changed from a flat $2.50 per year to 3% per hour per year of contract. <br /> <br />Honorable Mayor and Members of the City Council; <br /> <br />BACKGROUND <br /> <br />The City of Pleasanton has historically utilized consultants to meet the plan review needs within <br />the community. Consultant plan review services provide flexible staffing levels to handle <br />variations in construction activity and plan review workload. Another advantage of consultant <br />plan review services is access to expertise in a wide variety of construction specialties. Our plan <br />review consultants have specialists to assist on plan review for a broad variety of construction <br />projects ranging from new large custom homes and high-tech commercial offices to remodeling <br />of historic structures. <br /> <br />The selection process for consultants started by contacting other local jurisdictions in the area to <br />determine names of potential building plan review consultants who had a proven track record of <br />providing professional, timely and friendly plan review services. Based on our discussions with <br />neighboring jurisdictions, staff contacted six plan review firms as to their interest in providing <br />plan review services. Of the six firms, after review of written materials, all six firms were <br />interviewed to discuss the City of Pleasanton's needs for consultant plan review services. We <br />sent a Request for Qualifications to all six firms and provided copies of the City of Pleasanton's <br />proposed Contract for Plan Review Services to four of the firms. The current four firms were <br />selected based on review of their responses to the Request for Qualifications. The four firms <br />selected all currently provide plan review services for the City of Pleasanton, as indicated, and <br />their performance has been satisfactory. <br /> <br />The Building permit plan review consultants will provide plan review services as described in <br />Exhibit A of the attached sample Contract for Consultant Services. Consultants will review <br />submitted plans and building permit documents for compliance with the provisions of the City's <br />Building, Fire, Electrical, Plumbing, Mechanical and Housing Codes, the City of Pleasanton's <br />Zoning Ordinances, and related Building Division policies, and State and local laws.
