<br />duly adopted policies to help facilitate the plan review and building permit process. Such <br />enforcement will include the duties related to the Chief Building and Safety Official as set forth <br />in the Pleasanton Municipal Code and as described in the attached sample Contract for <br />Consultant Services. <br /> <br />The compensation for the consultants is shown on Exhibit B of the attached sample Contract for <br />Consultant Services. The contract is for one year with the option to extent the contract for four <br />additional years. The prior consultant contracts were written for a one-year term (FY 2002-03) <br />with a renewal provision for two additional years (FY 2003-04 and FY 2004-05). The contracts <br />were further extended for one year by the City Council and the contracts expired at the end of FY <br />2005-06. The proposed contract lengths are consistent with the consultant contract lengths of the <br />previously approved contracts. <br /> <br />The City of Pleasant on anticipates that most of the consultants' compensation will be based on a <br />percentage of the plan review fee (55%) versus an hourly plan review rate. However, the <br />contracts also establish an hourly rate ($87.50 per hour and increasing 3% per hour per year of <br />the contract) for plan review projects, such as review of plan revisions, where a set plan review <br />fee is not charged. The prior consultant contracts included an increase in the hourly charges of <br />$2.50 per hour per year. When the contracts were written in FY 2002-03, this amount represented <br />a 3.3% increase in the hourly compensation rate at the time, of $75.00 per hour, which is <br />consistent with the new contracts. <br /> <br />All contracts for consultant services now require the consultants to name the City of Pleasanton <br />as insured and to carry a minimum of $1 million in General Liability and Bodily Injury <br />Insurance, $1 million per person/per occurrence in Automobile Liability Insurance and $500,000 <br />in Errors and Omissions/Professional Liability Insurance. The insurance coverage amounts are <br />consistent with other current City of Pleasanton contracts for professional services. Previously, <br />the amount of insurance coverage carried by our plan review service consultants varied. Proof of <br />insurance coverage is also required as part of the new proposed plan review consultant contracts. <br /> <br />BUDGET <br /> <br />The approved Fiscal Year 2006/2007 budget for these services is $420,000 for consultant <br />building, fire plan review and inspection services. Since the majority of the plan review fees the <br />City pays are based on a percentage of the plan review fees we collect (55%), the revenue <br />generated more than covers the cost to the City for the consultant services. <br /> <br />SR 06:121 <br />Page 3 of 4 <br />
