Honorable Mayor and Members of the City Council:

BACKGROUND

The subject project consists of installing new 8", 10" and 15" sewer mains and service laterals
along various City streets. The project also includes installing "cured-in-place" pipe (CIPP) along
City easements located in residential backyards on Gale, Third and Whiting Streets. In
preparation for the project, the City has obtained construction access agreements from the
affected residents.

The project plans were prepared by Pakpour Consulting Group, Inc. A public meeting was held
on January 23, 2006, to inform residents of the project and to address their concerns. The
residents will be informed of the construction details and scheduling once the contract is awarded.

Sealed bids for this project were opened on April 27, 2006. The City had requested base bid
items for sewer replacements along Adams Way, Bonita Avenue, Nevis Street, Gale Avenue and
Whiting Street, and an add/deduct item for work on Mirador A venue. One bid was received from
McNamara & Smallman Construction Inc. for the base bid amount of $940,270 and an add bid
amount of $94,720, as compared to the Engineer's Estimate for the base bid of $876,869 and an
add amount of $99,100. All bid documents were found to be in order. The contractor has
performed similar work for the City of Pleasanton and the work was verified to be satisfactory.

Since there is not enough funding available at this time, staff recommends not including the add
item for Mirador A venue to the project. This portion of the project will be constructed in the
summer of 2007 when additional funding becomes available in the Fiscal Year 2007-08 budget.

Project funding will be provided from the Annual Sewer Replacement fund, along with the
additional funds that will become available as of July I, 2006. A 15% contingency amount is
recommended for the project due to the nature of the work, which consists of underground work
and work on private property where existing utility locations will have to be field-verified with
hand digging.

BUDGET

Funding Sources
Annual sewer replacement-CIP 052002 (current funding)
Annual sewer replacement-CIP 052002 (part of FY 06-07 recommended funding)
TOTAL

$ 886,916
$ 300,000
$1,186,916

SR06:138
Page 2 of3
