<br />Draft Environmental Impact Report <br />Bernal Property Phase II Specific Plan EI R <br /> <br />EIR by reference, This EIR draws as well on the impact analyses conducted previously; it <br />provides further direction, where needed, for the mitigation of identified impacts. <br /> <br /> <br />The CEQA review presented in this EIR addresses the Bernal Property Phase II Specific Plan <br />and, within the Specific Plan, the Bernal Community Park Master Plan. <br /> <br />1 . The Project <br /> <br />The direction for the project has been given by the Pleasanton City Council, drawing <br />primarily on the Bernal Property Phase I Specific Plan, the Bernal Design Competition, and <br />input provided by the City Council, City Commissions, and citizen task forces, The contents <br />of the Phase II Specific Plan and the Bernal Community Park Master Plan are described in <br />Chapter 2, <br /> <br />A 13-acre portion of the Community Park site, devoted to three baseball fields, was sepa- <br />rated from the balance of the Park to allow expedited design, processing and development.3 <br />A PUD development plan for this site was approved by the City Council on July 19, 2005, <br />CEQA review of the baseball fields was completed under a Negative Declaration Uuly 19, <br />2005); however, the contribution of the baseball fields to the overall impacts of the <br />Community Park and the Phase II Specific Plan as a whole is considered in this EIR where <br />applicable, <br /> <br />The Phase I Specific Plan also provided authorization for the development of two public land <br />uses prior to the completion of the Phase II planning effort: the relocation of Fire Station #4 <br />and the Hearst Elementary School. Both of these facilities have been constructed and are in <br />use, Their environmental impacts were addressed in Phase I, but they form part of the <br />cumulative setting for the Phase II Specific Plan, Two environmental mitigations called for <br />in Phase I that include site improvements on Phase II lands have also been put in place: <br />noise berms and storm water detention basins, <br /> <br />2. Environmentallssues <br /> <br />The scoping process of this EIR included distribution of a Notice of Preparation (August 29, <br />2005) to potentially concerned agencies and individuals, A public scoping meeting was held <br />September 7, 2005, <br /> <br />The future of the Bernal Property has been a matter of public concern in Pleasanton for <br />many years, In effect, the Phase I environmental impact report serves the purposes of initial <br />environmental review for the Phase II project, <br /> <br />3 The Phase I Specific Plan land Use Element calls for short-term development of a 30-50 acre community <br />park, incorporating lighted sports fields, and states (p. 3-1) that "The location, access, and elements of the <br />park should be determined using a fast-track public process." This guideline accommodated the fast-track <br />design and approval of the baseball fields. <br /> <br />22 <br />
