<br />Chapter 3 <br />The Environmental Review Process <br /> <br />3. Incorporation of Mitigation Measures <br /> <br />This Specific Plan was formulated in an interactive process with the preparation of the EIR, <br />so that potential impacts identified during the environmental evaluation process could be <br />"pre-mitigated" by the inclusion of appropriate requirements in the Specific Plan, These <br />incorporated mitigation measures are identified in the topical sections of Chapter 4 under <br />the heading, 3a, Key Project Characteristics, <br /> <br /> <br />Alternatives considered in this EIR relate to (1) the array of land use choices available <br />consistent with the Phase II Specific Plan and, in addition, (2) the types of alternatives <br />typically considered under CEQA. <br /> <br />1. Site Plan Alternatives under the Phase II Specific Plan <br /> <br />The CEQA project proposed, the Draft Phase II Specific Plan, is defined in terms of (1) a set <br />of potential uses (see Table 1, p, 9), (2) a set of proposed locations for those uses (see <br />Figure 4, p. 12), and (3) an illustrative site plan that establishes the open space/park-like <br />framework within which potential uses are to be integrated (see Figure 5, p, 13), <br /> <br />The Phase II Specific Plan assumes that all of the Specific Plan sub-areas will eventually be <br />used, but it does not specifically assign uses to locations, The four figures that follow <br />(Figures 6, 7, 8, and 9) represent the site plan for the project (Figure 6, p, 24) and the site <br />plans for three alternatives described below, <br /> <br />Alternatives 1 and 2 reflect different assignments of some key uses to locations. The <br />possibility of such options derives from the flexibility remaining in the Phase II Specific Plan: <br />alternatives can be formulated by varying the sets of uses included or omitted, by varying the <br />sub-areas in which the included uses are located, and by making modest adjustments if <br />needed in the shape and acreage of the sub-areas to accommodate these arrangements, <br />Alternatives 1 and 2 were chosen by the Pleasanton City Council on August 16, 2005, for <br />evaluation in the Phase II Specific Plan EIR,4 <br /> <br />a. Alternative 1 <br /> <br />Figure 7 (p, 25) shows Alternative 1, <br /> <br />In this arrangement, the cultural arts center would be located in the northeast corner of the <br />site and the ACE Train Station offsite across Bernal Avenue, These two uses would share <br />parking to be provided on Bernal Property, with enhanced pedestrian access provided <br />between these uses, <br /> <br />4 The selection of alternatives for CEQA review was based on considerations that included the City's basic <br />project objectives, the feasibility of development of particular uses at particular sites, and the potential <br />environmental impacts of various uses at various sites. <br /> <br />23 <br />
