<br />Chapter 3 <br />The Environmental Review Process <br /> <br />This planning concept was memorialized in a formal Phase I Specific Plan prepared in 1998, <br />This Plan, mapped in Figure 44 in the 1997/2000 Bernal Property Final EIR, distinguishes <br />areas subject to the construction of private buildings from areas to be devoted to public use, <br />This division of the Bernal Property into private and public areas bears a close resemblance <br />to the partition of lands that was subsequently accomplished: the 198 acres of land desig- <br />nated for private development were purchased by Greenbriar Homes Communities (GHC- <br />Bernal Investors) and the City of Pleasanton acquired by dedication the 318 acres of land <br />designated for public and open space use, <br /> <br />After the Specific Plan document was published, completion of the Final EI R followed, with <br />publication in March, 1999, Certification of the EIR in February, 2000 preceded adoption of <br />the Specific Plan, The Bernal Property was annexed by Pleasanton on April 23, 2001, <br /> <br />2. Applicability of Previous CEQA Documents <br /> <br />As noted above, previous CEQA documents had been prepared addressing the Bernal <br />Property site: Alameda County's EI R (1995-96) and Pleasanton's EI R on the annexation of <br />the Bernal property (1995), These served as information sources for Pleasanton's 1997-2000 <br />CEQA review, which includes the following documents2: <br /> <br />. Bernal Property Specific Plan Draft Environmental Impact Report, published May, 1977; <br /> <br />. Bernal Property Specific Plan Final Environmental Impact Report, certified February, <br />2000; <br /> <br />. Bernal Property Specific Plan Mitigation Monitoring and Reporting Plan, adopted Sep- <br />tember, 2000; and <br /> <br />. Findings Related to Environmental Review and Project Approval, September, 2000. <br /> <br />The 1997/2000 EI R on the Bernal Property is a comprehensive document that covers the <br />entire S16-acre Bernal site, It is the foundation CEQA document for subsequent environ- <br />mental analysis of projects on the Bernal site: <br /> <br />. The Setting sections in the 1997/2000 EIR provide for each topic an assessment of <br />resources and conditions that remains the best source of information on the site, <br /> <br />. The Impacts and Mitigation Measures sections in the 1997/2000 EIR remain substan- <br />tially applicable, because the impacts identified and evaluated covered the entire Bernal <br />Property, including the Phase II area that Pleasanton is now planning to develop for <br />public use (as well as those already developed under private ownership). <br /> <br />The Bernal Property Phase II Specific Plan EIR therefore builds on the 1997/2000 EIR, In <br />particular, the descriptions of the site and the setting remain largely applicable, in most <br />cases requiring only minimal updating.
