<br />CHAPTER 3 <br />THE ENVIRONMENTAL REVIEW PROCESS <br /> <br /> <br />Before Pleasanton's annexation of the Bernal Property in the year 2001, plans for develop- <br />ment of the site had been prepared, under Alameda County's planning umbrella as well as <br />under the direction of the City of Pleasanton, in both cases with input provided by the <br />property owner, the City and County of San Francisco, CEQA documents on these previous <br />plans provide an information base for all subsequent planning and environmental analysis, <br /> <br />Earlier CEQA documents that addressed the Bernal Property as a whole are described below <br />in Subpart 1; Subpart 2 describes how the CEQA history of the site shapes the scope of the <br />current EIR, <br /> <br />1. Previous Planning for the Site <br /> <br />a. Pleasanton General Plans, 1986 and 1996 <br /> <br />Pleasanton elected officials and staff, aware of San Francisco's planning activity relating to <br />the Bernal Property, pursued parallel planning efforts through the 1980s and 1990s. <br /> <br />Pleasanton planning policy had previously addressed the Bernal Property, including designa- <br />tion for future industrial use, That designation was replaced by the designation "San <br />Francisco Specific plan" in the 1986 General Plan (The Pleasanton Plan, 1986, p, 11-40), On <br />the 1986 General Plan map, potential designations for the Bernal Property included residen- <br />tial (mixed medium and high density), commercial (retail and/or office), institutional (future <br />school), and parks and recreation, <br /> <br />Designation of the Bernal Property as a site for which a Specific Plan should be prepared <br />prompted consultation between Pleasanton and representatives of San Francisco on a <br />conceptual plan, This conceptual plan, which was shaped by a Pleasanton Citizen Steering <br />Committee, was presented to the City Council in March, 1993, However, the conceptual <br />plan did not progress to the draft Specific Plan stage and no EI R was prepared, Work on the <br />plan was put aside in anticipation of the completion of the 1996 Pleasanton General Plan <br />update that was then under way, With the completion and adoption of the 1996 update, the <br />General Plan status of the Bernal Property remained as it had been in the 1986 General Plan: <br />a Specific Plan area awaiting further planning, <br /> <br />b. Alameda County's Bernal Property Plan and EIR, 1995-96 <br /> <br />Alameda County worked with representatives of the City and County of San Francisco for <br />several years in the early 1990s to prepare a plan for the Bernal Property, The outcome of <br />that planning effort was an application for development, including a specific plan for the <br />site, filed with the County in September, 1994, The plan and the Draft EIR on the plan were <br /> <br />19 <br />
