Draft Environmental Impact Report
Bernal Property Phase II Specific Plan EI R

3. Planned Unit Development Process

All projects will be subject to review and approval through the City's PUD public hearing
process by the Planning Commission and City Council. Plan review includes land use, site
layout, architecture, landscaping, public infrastructure, etc. PUD development plans are
subject to the voter referendum process, Therefore, the public will ultimately have final
approval authority over any site-specific project(s) that it may desire,

c. Bernal Community Park Master Plan

The Bernal Community Park is being planned under a Master Plan to coordinate the physical
and operational characteristics of the varied uses it will provide. Those uses, or groups of
uses, will be subject to more detailed planning under a PU D development plan, as decisions
are made to move forward with particular uses, Each such PU D will be developed so as to
be consistent with the Community Park Master Plan, with both phases of the Bernal
Property Specific Plan, and with the Pleasanton General Plan and other applicable City
regulations,

Future PUD development plan phases of the Community Park are subject to approval by the
City Council. This procedure was followed in Phase One of the Community Park, the
construction of the baseball fields,

2. Review and/or Permitting by Other Agencies

No review or permitting by public agencies other than the City of Pleasanton is required for
the Phase II Specific Plan or for the approval of the Bernal Community Park Master Plan and
subsequent PU D development plans for uses in the Park and elsewhere in the Phase II
Specific Plan area,

Other agencies may have review and/or permitting responsibilities relating to specific uses,
This EIR, in considering the potential environmental impacts of the set of uses identified for
possible development on the site, refers to the need for review by outside agencies where
such review may be required,

Subsequently, as planning and environmental review proceeds for an individual project,
responsible agencies will be involved in the review and possibly in permit processes where
they have jurisdiction over some aspect of the operations or effects of that project, In those
cases, authorization for that project may be needed by the responsible agency as well as by
the City of Pleasanton,

18
