<br />Chapter 2 <br />Project Description <br /> <br /> <br />1. Actions and Approvals by Lead Agency (City of Pleasanton) <br /> <br />a. Finding of Consistency with the Pleasanton General Plan <br /> <br />The Pleasanton General Plan, together with the two-phased Bernal Property Specific Plans, <br />provides the framework for guiding future land use development and public infrastructure <br />within the greater S16-acre Planning Area, The Specific Plans serve as an extension of the <br />General Plan and are to be used as both policy and regulatory documents as detailed <br />proposals for the Bernal Property are developed over time, Specific Plan policies will take <br />precedence over more general policies applied elsewhere by the City, <br /> <br />The Specific Plans are to be used as guides for developing project plans, and projects are to <br />be evaluated by the City for consistency with them, <br /> <br />b. Subsequent Anticipated Future Actions <br /> <br />Each individual use will be considered a "project" subject to review and approval by the City <br />of Pleasanton, During the planning for these uses, community input is to be strongly <br />encouraged: all City commissions and committees, other community organizations, and <br />community members interested in project development matters are to be encouraged to <br />review pertinent documents and provide written and oral comments to assist the City in its <br />deliberations, (Phase II Specific Plan, Chapter 8) <br /> <br />1. Planning for Individual Uses <br /> <br />Uses Requiring City Funding <br /> <br />The City Council is to determine whether to authorize either a task force or staff to <br />coordinate the preparation of plans for each project within the Phase II Plan Area in which <br />City funding is involved, <br /> <br />Uses Not Requiring City Funding <br /> <br />Requests by the proponents of non-City funded projects to initiate PUD development <br />applications for sites within the Phase II Plan Area are subject to approval by the Council <br />prior to proceeding with the preparation of PUD plans, City staff will assist the proponents <br />in the preparation of plans to ensure conformity with adopted City standards and guidelines, <br /> <br />2. CEQA Review for Individual Uses <br /> <br />The appropriate level of environmental analysis is to be conducted prior to the submittal of <br />formal plans for all projects, Existing Bernal Property environmental documentation should <br />be utilized as applicable, <br /> <br />17 <br />
