<br />Draft Environmental Impact Report <br />Bernal Property Phase II Specific Plan EI R <br /> <br />Due to the extent of overall anticipated shared parking, the scheduling of major events and <br />performances at the Community Park, CAC and YCC will need to be coordinated by the City <br />to ensure that adequate parking will be available on the Bernal Property at all times to serve <br />all planned activities, <br /> <br />(3) Non-vehicular Circulation and Transit <br /> <br />As noted above, Pleasanton Avenue between Bernal Avenue and Valley Avenue will be the <br />primary access to the Park, This street extension will include two six-foot wide bikeways and, <br />in addition, there will be a nine-foot wide multi-use trail constructed to the west of the street. <br /> <br />The design of Pleasanton Avenue is intended to ensure slow vehicular movement and to <br />discourage through traffic by non-Park area users, Four roundabouts are planned that <br />would help serve these purposes, as well as provide for the safety of pedestrians and <br />bicyclists, In addition, pedestrian safety islands are planned at strategic locations to better <br />ensure safe pedestrian movement. <br /> <br />The Master Plan provides for a network of trails intended for use by leisure walkers and <br />joggers as well as sports facility users, and bicyclists, Figure 8 in the Master Plan shows the <br />planned trail system, <br /> <br />Bus service to and through the site will be provided by the Livermore Amador Valley Transit <br />Authority (LAVTA) , better known as "Wheels," Bus stops with creatively designed shelters <br />are planned at key pedestrian entries to Park facilities along Pleasanton Avenue (Master <br />Plan, Figure 8), <br /> <br /> <br />The objectives of the Bernal Property Phase 11 Specific Plan and, within it, the Bernal <br />Community Park Master Plan, are as follows: <br /> <br />(1) To provide flexible planning for the City-owned portion of the Bernal Property for a <br />range of open space, park, cultural and other social uses to serve this and future <br />generations of the community, <br /> <br />(2) To create an open space/park-like setting in which public and quasi-public uses and <br />facilities are to be carefully integrated, <br /> <br />(3) To create an outdoor arboretum landscape effect through a coordinated system of link- <br />ages including: planted woodlands and meadows, restored and recreated channels, <br />lakes and ponds, vegetated storm-water basins, other wetlands, trails, public art and <br />protected view corridors. <br /> <br />(4) To establish a coordinated network of Phase I and 11 Specific Plan streets that provides <br />for convenient traffic circulation and is inviting and safe for pedestrians and bicyclists, <br /> <br />(5) To implement sustainable practices in design, construction and maintenance that <br />will utilize the least amount of resources while also creating substantial new natural <br />resources, <br /> <br />16 <br />
