Open Space Framework <br /> <br />The Bernal Property Phase II Specific Plan provides the context for the Bernal Community <br />Park: a framework of forested open space within which mounded landforms, plant com- <br />munities, trails and public art will form a coordinated network connecting Community Park <br />facilities with one another and with the outlying Bernal Property "grand park," The open <br />space framework is intended to create a more natural and intimate visual environment than <br />typically characterizes sportsfields, reducing the visual impact of the turf areas by clustering <br />the fields and providing forested areas between that connect to the surrounding grand park <br />landscape, In this way, the turf and forested areas of the Community Park will meld with the <br />forested and meadow areas of the surrounding grand park, thus giving a sense of one large, <br />integrated open space, <br /> <br />c. Other Master Plan Components <br /> <br />(1) Vehicular Circulation <br /> <br />The circulation system for the Bernal Community Park is described in the Master Plan, Part <br />VI. The main vehicular access route into the Community Park (as well as into the entire <br />eastern portion of the Bernal Property) will be the extension of Pleasanton Avenue <br />southward from Bernal Avenue to Valley Avenue, The intersection of Pleasanton Avenue at <br />Bernal Avenue is to become a major functional and aesthetic improvement. The design of <br />the road is to include multiple turn lanes from Bernal Avenue into Pleasanton Avenue and <br />vice versa (see Bernal Community Park Master Plan, Figure 18), The street section of <br />Pleasanton Avenue will include two 13-foot wide travel lanes and two six-foot wide bikeways, <br /> <br />(2) Parking <br /> <br />Parking associated with the Bernal Community Park uses is to be provided around the <br />perimeter of the Park via a series of small, non-rectangular shaped lots that are screened by <br />mounding and landscape planting, No street parking is proposed, <br /> <br />In addition, sharing of parking between public facilities within and outside of the <br />Community Park is intended to reduce the overall need for parking spaces, It is anticipated <br />that the Park facilities will share 250 on-and off-site parking with the potential cultural arts <br />center (CAC) to the northeast, the potential youth/community center (YCC) to the east, and <br />the "grand meadow" open space to the west. <br /> <br />In addition, approximately 445 parking spaces are expected to be supplied on the potential <br />CAC site, plus potentially 200 subsurface spaces that could be available for shared use by <br />Community Park visitors outside of CAC theater performance times, These 200 spaces are <br />to be constructed prior to the use of the third soccer field, <br /> <br />15 <br />
