<br />Draft Environmental Impact Report <br />Bernal Property Phase II Specific Plan EIR <br /> <br />2. Bernal Community Park Master Plan <br /> <br />The Bernal Community Park Master Plan is the first of several master plans that are <br />ultimately anticipated for the 318-acre City-owned Bernal Property, This plan provides for <br />lighted sports fields and related facilities, the development of which will be phased accord- <br />ing to community needs and availability of funding. Detailed site, architectural and land- <br />scape design plans will be prepared following Master Plan approval through the City's <br />Planned Unit Development (PUD) process, <br /> <br />The Park is situated completely within the area specified by the 2004 "Initiative to Save Our <br />Community Park" (Appendix 1), with limited shared parking with the adjacent "grand <br />meadow" to the immediate west, the potential cultural arts center in sub-area 1 to the <br />northeast, and the youth/community center to the east. <br /> <br />The recreational goal of the Master Plan is to create a well-organized and attractive setting <br />for active recreation by providing lighted sports fields and related facilities within a forested <br />open space setting, Current local sports needs have resulted in the planning of lighted <br />sports fields to accommodate baseball, soccer, football and lacrosse in the Community Park, <br />Accommodations for sports requiring smaller land areas are also planned, as well as an <br />outdoor am ph itheater to accommodate local performances and events, <br /> <br />a. Planned Recreation Facilities <br /> <br />The types and arrangement of facilities planned at this time include the following: <br /> <br />. Three lighted baseball diamonds, including a small <br />stadium, and one informal unlighted baseball field <br /> <br />. One lighted football/lacrosse field <br /> <br />. Three lighted soccer fields, including a small stadium <br /> <br />. Concession stands, shade structures, and restrooms <br /> <br />. Trails <br /> <br />. Picnic grounds and facilities for other small <br />community gatherings <br /> <br />. Play areas for small children <br />. 1 ,OOO-seat amphitheater <br />. Forested open space <br />. Public art <br />. Parking <br />. Park maintenance facilities <br /> <br />These uses are conceptually arranged as shown in Figure S. Figure 18 (p, 125) shows the <br />Bernal Community Park Master Plan as presented in the Master Plan document. <br /> <br />Phase One ofthe Community Park (a PUD development plan) was approved in July, 2005, <br />for the 13-acre area that includes two lighted baseball diamonds and the informal <br />(unlighted) baseball field, Phase One was the subject of a Negative Declaration approved in <br />July, 2005. The impacts of the baseball fields are included in the impacts of the Bernal <br />Community Park Master Plan for purposes ofthis EIR, <br /> <br />The specific facilities to be included in future phases will be determined over time as <br />development plans are prepared for other portions of the Bernal Community Park.
