<br />(1) Open Space/Park-like Setting <br /> <br />Chapter 2 <br />Project Description <br /> <br />The physical framework for the individual uses will be provided by a coordinated system of <br />linked open space and park areas, among which will be planted woodland and meadow <br />areas, restored and recreated channels, vegetated stormwater detention ponds and other <br />wetlands, multi-use trails with rest stops and staging areas, public art, and protected view <br />corridors of the outlying scenic hillsides, <br /> <br />The objective of the Specific Plan is to create a visually-integrated whole by placing individual <br />uses at appropriate sites within a network of open spaces, parks, and green linkages, The <br />character of the Specific Plan area will be established by the framework of connected open <br />spaces into which all future development will blend, <br /> <br />(2) Potential Land Uses <br /> <br />Within the setting just described, a variety of public and quasi-public uses may be consid- <br />ered for development, These uses are identified in Table 1, Appendix B of this EIR provides <br />descriptions of these potential uses, Parking would also be provided,l <br /> <br />Table 1 <br />Bernal Property Phase II Specific plan: List of Potential Land Uses <br /> <br />1. Agricultural club <br />2, Agriculture <br />3, Child care <br />4, Community vegetable garden <br />5, Cultural arts facilities <br />. Art classrooms <br />. Art gallery <br />. Open space <br />11, Park and recreation uses <br />(including lighted sports fields and <br />amphitheater) <br />12. Park-and-ride commuter parking lot <br />13, Public utilities and improvements* <br />14, Trails <br />15, Youth/community center <br /> <br />* Water, wastewater disposal, flood control, stormwater drainage, power, and communications systems. <br /> <br />Only the Phase "One" baseball fields project (three diamonds) is planned to proceed <br />initially; all other uses will be developed over the extended time frame of the Specific Plan, <br />During this interim period, vacant portions of the Plan area are to consist of agriculture, <br />open space, and/or other minor temporary uses consistent with the purposes of the Specific <br />Plan, as may be approved by the City Council. The process for future planning of the site is <br />discussed below (f. Planning Process), <br /> <br />1 Most of the parking would be at ground level; approximately 200 subsurface parking spaces are proposed as <br />part of the parking facility adjacent to the potential cultural arts center. <br /> <br />9 <br />
