Planning Vision <br /> <br />General direction for the character and the types of land uses appropriate for the site is <br />provided in the Land Use Element of the Phase II Specific Plan: <br /> <br />The overall visual image is one of an open space/park-like setting within which <br />public and quasi-public uses and facilities are to be carefully integrated, The <br />unifying landscape character is to become one of a grand open space arboretum, <br />with agriculture at first, then evolving into wooded and meadow areas over time, , <br />, , Buildings, other structures, and open areas are to blend together into a unified <br />and visually appealing setting. <br /> <br />Consistent with this vision, open space is to be "the underlying use within which all future <br />development is to be integrated." <br /> <br />d. Potential Land Uses and Sites <br /> <br />The array of potential land uses and the delineation of potentially appropriate sites for the <br />chosen uses reflect the key land use objective of the Phase II Specific Plan: to create an <br />open space/park-like setting within which future public and quasi-public uses are to be <br />sensitively integrated, These three elements - the open space/park-like setting, the potential <br />uses, and sites appropriate to the setting and the uses - are discussed below, <br /> <br />8 <br />
