Environmentally Superior Alternative <br /> <br />The discussion of Alternatives in Chapter 5 restates a key objective of the project, which is to <br />provide planning direction for this important site in public ownership, Offsite alternatives <br />are, therefore, not relevant. A no-development alternative would fail to make responsible <br />use of a site that was acquired by the City for public-use purposes, and is therefore <br />infeasible, A no-project alternative would return the site to the planning direction given in <br />the Bernal Property Phase I Specific Plan, which was incomplete and has been rendered <br />infeasible by public initiatives and other City actions since its adoption in 2000, <br /> <br />Therefore, the relevant alternatives are those that make different selections of uses, or <br />assign uses to different locations within the Specific Plan area, Two such alternatives are <br />considered. <br /> <br />Based on the analysis presented in Chapter 5, these alternatives would have the same set of <br />unmitigated project and cumulative impacts as the project (summarized in Section 1 E <br />above), These two alternatives would also have in common the other Project impacts <br />reviewed in detail in Chapter 4, and would be as susceptible to built-in mitigation as the <br />Project, <br /> <br />For these reasons, the Project, Alternative 1, and Alternative 2 may equally be seen as <br />environmentally superior alternatives, <br /> <br />S4 <br />
