<br />CHAPTER 2 <br />PROJECT DESCRIPTION <br /> <br />The proposed project is the Phase II Specific Plan for lands owned by the City of Pleasanton <br />on the south side of Bernal Avenue immediately west of downtown Pleasanton, and for the <br />Bernal Community Park Master Plan that is to be located within the same area, The lands <br />encompassed within the Specific Plan area are part of the Bernal Property, A series of <br />actions by landowners, City government, and the public have presented the City of <br />Pleasanton with an unparalleled opportunity to determine the future of this key site, <br /> <br /> <br />The Bernal Property consisted originally of a total of 516 acres, of which a 198-acre portion <br />was the subject of the Bernal Property Phase I Specific plan approved in the year 2000, The <br />total consists of the following areas: <br /> <br />. Western Area, The Western Area as a whole consists of 202 acres lying between the <br />Arroyo de la Laguna to the west and Interstate 680 (1-680) to the east, Of this area, 119 <br />acres are included in the Phase II Specific Plan area, This includes the open space <br />surrounding the Phase I residential neighborhood that is situated within a loop road in <br />the center of the Western Area, <br /> <br />Central Area, The Central Area as a whole consists of 245 acres bounded by 1-680 to <br />the west, Bernal Avenue to the north, and the Union Pacific Railroad (UPRR) right-of- <br />way to the southeast. Of the Central Area, 162 acres, primarily in the eastern and <br />southern portions of the area, are included in the Phase II Specific Plan area. The <br />balance of the Central Area was approved for development under the Phase I Specific <br />Plan, including sites along Bernal Avenue near the intersection with Valley Avenue for <br />Fire Station #4, a small retail commercial area at Bernal Avenue and Valley Avenue, <br />and a public park, as well as major office/commercial use between Valley Avenue and 1- <br />680 on the west, and a residential development east of Valley Avenue, <br /> <br />Eastern Area. The Eastern Area as a whole consists of69 acres lying between the UPRR <br />tracks to the northwest and the Alameda County Transportation Corridor to the <br />southeast. Of this area, 37 acres are included in the Phase II Specific Plan area, This <br />area is occupied by open space (the "Knoll" at the southern end of the Property and <br />riparian areas located southeast of the UPRR tracks) and Hearst Elementary School, <br />which is part of the Phase II Specific Plan area but which was approved for <br />development underthe Phase I Specific Plan, The balance of the Eastern Area consists <br />of residential development approved under the Phase I Specific Plan, <br /> <br />. <br /> <br />. <br /> <br />Figure 1 (p. 2) shows the Bernal Property Specific Plan areas within the region and in <br />relation to the City of Pleasanton and its downtown area, Figure 2 (p, 3) shows the Phase II <br />Specific Plan area within the context of the Bernal Property as a whole and adjoining uses, <br />
