<br />Draft Environmental Impact Report <br />Bernal Property Phase II Specific Plan <br /> <br /> <br />This EIR consists of seven chapters and six appendices, <br /> <br />Chapter 1 introduces the project and summarizes the EI R, <br /> <br />Chapter 2 presents a description of the project and the EI R. <br /> <br />Chapter 3 describes the CEQA process and the Specific Plan/Park Master Plan project alter- <br />natives. <br /> <br />Chapter 4 sets forth the setting, impacts, and mitigation measures. <br /> <br />Chapter 5 describes and analyzes alternatives to the project. <br /> <br />Chapter 6 addresses other CEQA topics, including cumulative and growth-inducing impacts, <br /> <br />Chapter 7 identifies the preparers of the EIR and the sources on which the document is <br />based, <br /> <br />The EIR concludes with appendices, including the Notice of Preparation, the descriptions of <br />the land uses potentially to be included in the Specific Plan, and four background <br />documents supporting the technical analyses on air quality, biology, noise, and transporta- <br />tion, <br /> <br /> <br />The environmental analysis undertaken for the Phase II Specific Plan and the BCP Master <br />Plan identified a number of potential impacts that measures incorporated within the Specific <br />Plan could avoid or mitigate to the less-than-significant level. Measures "built into" the <br />Specific Plan are described in Chapter 4, <br /> <br />In two subject areas, agriculture and transportation, impacts were identified that could not <br />be fully mitigated with the measures incorporated into the Plan: <br /> <br />1m act <br /> <br />Impact Bl, <br />Conversion of Bernal Property <br />lands to urban uses would have <br />an adverse impact on agricul- <br />tural resources, both for the <br />project and cumulatively, <br /> <br />Comment <br /> <br /> <br />No practical mitigation measures <br />are available that are consistent <br />with the purposes ofthe project. <br /> <br />Significant <br />(Unmitigated)/ <br />Cumulative <br /> <br />S2 <br />
