Draft Environmental Impact Report Bernal Property Phase II Specific Plan This EIR consists of seven chapters and six appendices, Chapter 1 introduces the project and summarizes the EI R, Chapter 2 presents a description of the project and the EI R. Chapter 3 describes the CEQA process and the Specific Plan/Park Master Plan project alter- natives. Chapter 4 sets forth the setting, impacts, and mitigation measures. Chapter 5 describes and analyzes alternatives to the project. Chapter 6 addresses other CEQA topics, including cumulative and growth-inducing impacts, Chapter 7 identifies the preparers of the EIR and the sources on which the document is based, The EIR concludes with appendices, including the Notice of Preparation, the descriptions of the land uses potentially to be included in the Specific Plan, and four background documents supporting the technical analyses on air quality, biology, noise, and transporta- tion, The environmental analysis undertaken for the Phase II Specific Plan and the BCP Master Plan identified a number of potential impacts that measures incorporated within the Specific Plan could avoid or mitigate to the less-than-significant level.
