<br />CHAPTER 1 <br />SUMMARY <br /> <br /> <br />The proposed project is the Phase II Specific Plan for 318 acres of the greater S16-acre <br />Bernal Property, The Phase II area is owned by the City of Pleasanton and located on the <br />south side of Bernal Avenue immediately west of downtown Pleasanton, The project <br />includes the Master Plan for the Bernal Community Park which is to be located within the <br />Specific Plan area. <br /> <br /> <br />The Bernal Property Phase II Specific Plan provides planning direction for the 318-acre <br />public land portion of the greater Bernal Property located within the City of Pleasanton, The <br />primary purpose of the Phase II Plan is to supplement the Phase I Specific Plan in <br />implementing the Pleasanton General Plan and in guiding the orderly development and <br />provision of services for this site, The Plan is the culmination of several years of sustained <br />effort by Pleasanton's City Council, City Commissions and task forces, and members of the <br />community, <br /> <br />The Phase II Specific Plan establishes a vision and planning guidance for the long-range <br />development of an open space/park-like setting within which a variety of public and quasi- <br />public uses are to be integrated, The Plan provides objectives, policies and guidelines for <br />land use, design, transportation, public facilities, and conservation and environmental <br />mitigation, In addition, a planning process is outlined for preparing future development <br />project plans, a process intended to be flexible enough to allow future use of the Phase II <br />Plan area to respond to changing community needs in a manner that will sensitively <br />preserve the 318 acres under City ownership, <br /> <br />The Bernal Community Park (BCP) is proposed to be located within the 318-acre Phase II <br />Specific Plan area, The BCP Master Plan (one of several master plans that are ultimately <br />anticipated for the Phase II Specific Plan area) forms part of the CEQA project addressed in <br />this EI R, The Bernal Community Park is envisioned as groupings of sports fields and related <br />facilities within a forested framework of open space, altogether occupying up to 50 acres of <br />the Specific Plan area, <br /> <br /> <br />The principal purpose of this EIR is to provide a basis for the review of the Phase II Specific <br />Plan and the Bernal Community Park Master Plan by decisionmakers and the public, The <br />EIR is also intended for use by responsible agencies in considering any actions they must <br />take, or permits they must issue, for the plan to be implemented, <br /> <br />51 <br />
