<br />The proposed addition would still maintain adequate rear and side yard setbacks and would <br />maintain the same street presentation as the existing home. The addition will be located behind <br />the existing attached garage, and its visibility will be minimized when viewed from the street. <br />As proposed, the addition of new habitable space would continue the existing setback <br />established by the garage wall line. The neighbor located on the attached side (south side) has <br />not voiced any concerns regarding this application. Staff believes that the proposed <br />modification would not be noticeable to the general public and would be consistent with other <br />approved modifications to PUDs within the City of Pleasanton. Therefore, staff supports this <br />PUD modification request. <br /> <br />Mrs. Birtcil's concerns regarding the proposal were outlined and addressed in the staff report <br />prepared for the Planning Commission meeting of May 10,2006. In short, Mrs. Birtcil does not <br />support any changes to the existing homes within the Northway Downs development and feels <br />that such changes would negatively affect the development. <br /> <br />PLANNING COMMISSION ACTION <br /> <br />The Planning Commission reviewed the proposed project on May 10, 2006. The Planning <br />Commission found that issues related to the public correspondence and visual impacts have been <br />fully addressed by the conditions of approval which would mitigate the issues resulted from the <br />proposed project. The Planning Commission unanimously recommended approval of the PUD <br />modification request to the City Council. <br /> <br />PUBLIC COMMENTS <br /> <br />The related public correspondence with Mrs. Birtcil is attached to the Planning Commission <br />staffreport. Mrs. Birtcil did not attend the Planning Commission hearing on May 10, 2006; <br />therefore staff has no additional comments to report. <br /> <br />Notice for the major modification was sent to all property owners within 1,000 feet of the <br />subject property and to all property owners in the Northway Downs development. No additional <br />public correspondence was received by staff concerning the proposed development at the time <br />this report was prepared. <br /> <br />ENVIRONMENTAL ASSESSMENT <br /> <br />The project is categorically exempt from Section l530l(a) of the California Environmental <br />Quality Act (CEQA).
