standards for both 1-580 and 1-680 are included in the Tri-Valley Transportation Plan (TVTP).
Because the TVTP does not provide adequate capacity to satisfy fully all future transportation
demand at its established service standards, cumulative impacts on the regional transportation
system would be anticipated. The development of the proposed project would contribute to that
cumulative impact.

Specific economic, legal, social, technological, or other considerations, including considerations for the
provision of employment opportunities for highly trained workers, make infeasible the alternatives
identified in the environmental impact report.

Facts in Support of Finding

The City of Pleasanton has adopted the following measures which will reduce potential cumulative and
growth-inducing impacts:

Mitigation Measure 6-4: Freeway Traffic Operations. Project developers would be responsible for
paying a pro-rata share of traffic improvements identified in the Tri-Valley Transportation Plan.

Implementation of these measures would not reduce the above impact to a less-than-significant level.
Specific economic, legal, social, technological, or other considerations make infeasible the alternatives
identified in the environmental impact report that would definitively reduce this impact to a less-than-
significant level.

SIGNIFICANT EFFECT

Impact - Cumulative Water Supply. The project would contribute to a cumulative demand for water
that, in combination with other City and area plans, would require augmentation of presently
identified water sources for the area. General Plan policies call for contingency planning that
includes water conservation, growth management, and planning for supplemental water supply
sources. If additional water supplies cannot bc secured, or water conservation measures do not
result in sufficient water savings, water demands of the proposed project would contribute to
demand for water that exceeds secured supplies. This would be considered a significant and
unavoidable cumulative impact.

Specific economic, legal, social, technological, or other considerations, including considerations for the
provision of employment opportunities for highly trained workers, make infeasible the alternatives
identified in the environmental impact report.

Facts in Support of Finding

The City of Pleasanton is responsible for implementing General Plan policies that require contingency
planning including water conservation, growth management, and planning for supplemental water supply
sources.
