SIGNIFICANT EFFECT <br /> <br />Impact - Cumulative Wastewater. The additional wastewater flows attributed to development under <br /> the Specific Plan could contribute to a possible future shortfall of treatment capacity at the <br /> Dublin San Ramon Services District (DSRSD) wastewater treatment plant as well as to an <br /> impending shortfall of export capacity at the Livermore-Amador Valley Wastewater <br /> Management Authority (LAVWMA) facilities. General Plan policies call for secunng further <br /> sewage capacity for future development. The impact of the proposed project, and the City's <br /> General Plan as a whole, is mitigated by steps the City of Pleasanton, in conjunction with the <br /> City of Livermore and DSRSD as members of LAVWMA, are taking to provide for expansion of <br /> export capacity and/or alternatives that would reduce future capacity requirements. <br /> Nevertheless, if additional treatment and export capacity are not achieved, or reductions in water <br /> use cannot reduce demand for capacity to an appropriate level, development of the Specific Plan <br /> would contribute to excess demand for the available capacity in both systems. This would be <br /> considered a significant and unavoidable cumulative impact. <br /> <br />Specific economic, legal, social, technological, or other considerations, including considerations for the <br />provision of employment opportunities for highly trained workers, make infeasible the alternatives <br />identified in the environmental impact report. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton is responsible for implementing General Plan policies regarding the provision of <br />wastewater. Implementation of these measures may not reduce the above impact to a less-than- <br />significant level.
