Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential cumulative <br />impacts to a less-than-significant level: <br /> <br />Mitigation Measure 6-2: Unacceptable Level of Service: Bernal Avenue/Stanley Boulevard. To <br /> mitigate an unacceptable level of service at the intersection of Bemal Avenue/Stanley Boulevard, <br /> the following measure should be implemented with the buildout of the General Plan: <br /> <br /> Add a third through-lane on the eastbotmd Stanley Boulevard approach. <br /> <br /> This mitigation would improve this intersection to V/C ratio 0.86, LOS D, during the impacted <br /> p.m. peak hour and sufficiently mitigate an unacceptable level of service. This mitigation <br /> measure is planned by the City and would be funded by traffic impact fees. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 6-3: Degradation to Unacceptable Level of Service: Isabel Avenue/Vineyard Avenue. <br /> Traffic generated by the development of the proposed project would degrade levels of service <br /> (without mitigation) at the unsignalized intersection of Isabel Avenue and Vineyard Avenue. <br /> Severe delay and congestion would be anticipated at the intersection. This impact would be <br /> considered potentially significant. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential cumulative and <br />growth-inducing impacts to a less-than-significant level: <br /> <br />Mitigation Measure 6-3: Unacceptable Level of Service: Isabel Avenue/Vineyard Avenue To <br /> mitigate an unacceptable level of service at the unsignalized intersection of Isabel <br /> Avenue/Vineyard Avenue the following measure should be implemented with the buildout of the <br /> General Plan and construction of the proposed project: <br /> <br /> Add a second lane on the southbound Isabel Avenue Approach. This lane would function as an <br /> exclusive right-turn lane. <br /> <br /> With mitigation, the intersection would operate at LOS B with an average delay of 8.7 seconds <br /> for the delayed movements during the impacted a.m. peak hour. This improvement is anticipated <br /> to be implemented when Isabel Avenue is widened to 4 lanes as part of the Measure B <br /> transportation projects. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 6-4: Freeway Traffic Operations. Trips generated by the proposed project, when combined <br /> with the cumulative development planned in the region, would contribute to unacceptable traffic <br /> operations on segments of Interstates 580 (I-580) and 680 (1-680).
