CUMULATIVE AND GROWTH-INDUCING IMPACTS (Chapter 6) <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 6.1: Unacceptable Level of Service: First StreetfRay Street/Vineyard Avenue. Traffic <br /> generated by the buildout of the General Plan without the proposed project (and without <br /> mitigation) would result in an unacceptable level of service at the intersection of First Sweet/Ray <br /> Street/Vineyard Avenue. The addition of traffic generated by development of the proposed <br /> project would continue to result in an unacceptable level of service at this intersection. Severe <br /> delay and congestion would be anticipated. Therefore, this impact would be considered <br /> potentially significant. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential cumulative <br />impacts to a less-than-significant level: <br /> <br />Mitigation Measure 6-1: Unacceptable Level of Service: First StreetfRay Street/Vineyard Avenue. <br /> To mitigate unacceptable levels of service at the intersection of First SWeet/Ray Avenue/ <br /> Vineyard Avenue, the following measures should be implemented with the buildout of the <br /> General Plan: <br /> <br /> · Add a second through-lane on the southbound First Sweet approach. <br /> <br /> Add a second through-lane on the northbound First Street approach. <br /> <br /> Mitigation would improve this intersection to V/C ratio 0.70, LOS B, during the impacted p.m. <br /> peak hour. These mitigation measures are planned by the City and funds are available. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 6-2: Unacceptable Level of Service Bernal Avenue/Stanley Boulevard. Traffic generated by <br /> buildout of the General Plan would result in an unacceptable level of service (without mitigation) <br /> at the intersection of Bernal Avenue and Stanley Boulevard. The addition of waffle generated by <br /> the proposed project to General Plan buildout would continue to result in an unacceptable level <br /> of service at this intersection. Severe delay and congestion would be anticipated. Therefore, this <br /> impact would be considered potentially significant. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Vineyard Avenue Corridor Specific Plan Draft EIR -33- Findings <br /> <br /> <br />
