Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential public health and <br />safety impacts to a less-than-significant level: <br /> <br />Mitigation Measure 4.9-9: Releases of Hazardous Materials DurinE Construction. A Spill and <br /> Pollution Prevention Plan shall be prepared by the developer of each project with soil <br /> disturbance (e.g., grading) of at least 5 acres. The Plan must (1) be prepared prior to the star~ of <br /> earthwork activities; (2) designate an on-site employee responsible for Plan implementation; and <br /> (3) include anticipated equipment needs and maintenance, emergency response procedures for <br /> hazardous materials releases, and procedures for contacting designated rcgulatory agencies in the <br /> event of a hazardous materials release. <br /> <br /> Notification of the Underground Services Alert (USA), as well as site tenants shall take place <br /> prior to groundbreaking to obtain information on the location of possible underground utilities. <br /> <br /> Removal of above-ground or underground fuel tanks shall take place in accordance with the <br /> requirements of the Livermorc-Pleasanton Fire Department, if these arc to be removed as part of <br /> development under the Specific Plan. <br /> <br />VISUAL (Section 4.10) <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.10-1: Visual Changes in Subarea 1. Development of the proposed project would alter the <br /> visual character of the Subarea 1 by constructing up to 50 homes and a community park on land <br /> that is now substantially undeveloped. Most of the views of the site in this subarea would depict <br /> a project generally compatible with its surroundings. Development of Lot 12, however, could <br /> appear more dense and the visual impact would be potentially significant. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Snpport of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential visual impacts to <br />a less-than-significant level: <br /> <br />Mitigation Measure 4.10-1: Visual Changes in Subarea 1. In order to minimize the potential visual <br /> impacts at the south end of Lot 12, the following additional standards shall apply: <br /> <br /> · No more than one lot shall be permitted to occupy the rear 175 feet of Lot 12; <br /> <br /> · Buildings on lots that are located within 300 feet of the existing Lot 12 rear lot line shall <br /> not exceed one story and 25 feet in height; <br /> <br /> · A 165-foot-wide open-space band shall be permanently maintained along the south end <br /> of Lot 12.
