Mitigation Measure 4.9-5: Increased Wildfire Risk. An Open Space Fire Management Plan shall be <br /> prepared by developers of each lot which contains Open Space and shall be submitted to, and <br /> approved by, the Livermore-Pleasanton Fire Depa~:~ment prior to the issuance of occupancy <br /> permits for homes in the Specific Plan Area. The Plan shall propose specific measures to reduce <br /> potential fire hazards, including construction of buffers between homes and regular maintenance <br /> and disking, as appropriate. If appropriate, the Plan may also specify the planting of "wet bands" <br /> between the residential development and open space areas. <br /> <br /> All brush and other fiammable materials shall be cleared within at least 30 feet of homes. <br /> Ornamental landscaping shall emphasize the use of fire-resistant species. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.9-6: Hazards Posed by Steep Slopes. Steep channel banks along Arroyo del Valle and <br /> adjacent um'eclaimed aggregate mining pits filled with water may present attractive nuisances <br /> that could result in accidents and injury. This would be considered a potentially significant <br /> impact. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential public health and <br />safety impacts to a less-than-significant level: <br /> <br />Mitigation Measure 4.9-6: Hazards Posed by Steep Slopes. Six-foot high minimum fencing shall be <br /> installed at the border of the Plan Area along the steep banks of Arroyo del Valle and all mining <br /> pits within the Plan Area to reduce the potential for recreational use of the arroyo and water- <br /> filled mining pits. Signs shall be posted eautioning of steep, unstable slopes and potential <br /> drowning hazards. <br /> <br /> In addition to this provision, the stability of slopes along the arroyo shall be evaluated and <br /> modified, if necessary, to be made stable under short- and long-term conditions (see Impact 4.2- <br /> 2). <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.9-7: Exposure to Disease-Bearing Organisms. The proposed project would attract <br /> additional people to residential areas near water sources (e.g., aggregate mining pits, creeks, <br /> detention basins, ditches, grassy swales) that can provide active breeding sites for disease- <br /> bearing organisms, potentially causing a disease transmission and an environmental nuisance <br /> problem.
