The design of the proposed park shall generally avoid any features that would require <br /> removal of the existing cover or excavation into the landfill materials. Should excavation <br /> into the landfall materials be required (e.g., for utilities or building foundations), the <br /> excavations shall be made under a worker health and safety plan prepared bv a Certified <br /> Industrial Hygiemst. <br /> <br /> All development projects on lands adjacent to the landf~l shall conduct a gas sun,ev to <br /> determine if significant gas migration from the landf'~l is affecting the development site. <br /> The results of the survey shall be used to determine if standard construction of structures is <br /> appropriate or if non-standard foundation/bui]ding ventilation systems should be required. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.9-4: Exposure to Electromagnetic Fields. The existing 60-kV electrical powerline in the <br /> central portion of the project site could present a possible health risk related to electromagnetic <br /> fields (EMFs) to students at the proposed elementary school. This would be considered a <br /> potentially significant impact. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential public health and <br />safety impacts to a less-than-significant level: <br /> <br />Mitigation Measure 4.9-4: Exposure to Electromagnetic Fields. The California Department of <br /> Education has adopted recommended setbacks for schools from powerline easements. The <br /> proposed school shall conform with the guidelines established by the California Department of <br /> Education for setback of schools from electrical power line easements. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.9-5: Increased Wildfire Risk. The proposed project would increase the number of structures <br /> and population in the Specific Plan area. More intensive use of the project site could result in the <br /> increased potential for wildfires, potentially causing damage to structures, destruction of habitat, <br /> and personal injury. This would be considered a potentially significant impact. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential public health and <br />safety impacts to a less-than-significant level: <br /> <br />Vineyard Avenue Corridor Specific Plan Draft EIR -28- Findings <br /> <br /> <br />
