Changes or alterations are within the responsibility and jurisdiction of another public agency and have <br />been, or can and should be, adopted by that other agency. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential air quality <br />impacts: <br /> <br />Mitigation Measure 4.6-4: Operational Emissions From On-Site RMC Lonestar Gravel <br /> HarveSting Activities. Site grading, excavation and construction activities associated with <br /> already permitted aggregate mining on the project site could result in significant air quality <br /> impacts for the duration of the mining activity. Because this activity is already a permitted use, <br /> mitigation beyond that required by the 1981 Livermore-Amador Valley Quarry Reclamation <br /> Specific Plan would not be feasible to impose as part of this project. The Specific Plan proposes <br /> to replace between 20 and 30 acres of permitted aggregate mining area with homes and <br /> vineyards. <br /> <br />Additional mitigation of the above impact is the responsibility and jurisdiction of Alameda County, <br />consistent with the mining and reclamation permit issued to RMC Lonestar in 1981 and the Livermore <br />Amador Valley Quarry Reclamation Specific Plan. Mitigation to reduce adverse impacts is available in <br />the Livermore Amador Valley Quarry Reclamation Specific Plan to Alameda County, and can and <br />should be adopted by the County. Specific economic, legal, social, technological, or other considerations <br />make infeasible the alternatives identified in the environmental impact report that would definitively <br />reduce this impact to a less-than-significant level. <br /> <br />TRANSPORTATION AND CIRCULATION ISection 4.71 <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.7-5: Bernal Avenue Arroyo del Valle Brid~e. Traffic generated from buildout of the <br /> General Plan may require a second bridge to be constructed on Bernal Avenue to cross the <br /> Arroyo del Valle. Development of the proposed project would contribute to this need. This <br /> would be considered a potentially significant impact. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of FindinE <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential transportation <br />and circulation impacts to a less-than-significant level: <br /> <br />Mitigation Measure 4.7-5: Bernal Avenue Arroyo del Valle Bridge. Project applicants shall <br /> contribute the pro-rata Plan Area cost-share funding (through participation in the Transportation <br /> Impact Fee) to construct a second bridge for Bernal Avenue to cross Arroyo del Valle, if and <br /> <br />Vineyard Avenue Corridor Spedtic Plan Draft EIR -23- Findings <br /> <br /> <br />
