SIGNIFICANT EFFECT <br /> <br />Impact 4.6-3: Regional Emissions. The proposed project would generate regional emissions primarily <br /> associated with the operation of motor vehicles and the use of natural gas and electricity. <br /> Additional emissions would be associated with the operation of gasoline-powered landscaping <br /> equipment, wood-burning fireplaces, and the application of architectural coatings. Regional <br /> emissions could exceed the BAAQMD significance threshold of 80 pounds per day for NOx and <br /> contribute to the long-term degradation of regional air quality. This would be considered a <br /> potentially significant project impact for the proposed residential development and a significant <br /> and unavoidable impact if the residential development is substituted with commercial <br /> development on Lot 28. <br /> <br />Specific economic, legal, social, technological, or other considerations, including considerations for the <br />provision of employment opportunities for highly trained workers, make infeasible the mitigation <br />measures or alternatives identified in the environmental impact report. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential air quality <br />impacts: <br /> <br />Mitigation Measure 4.6-3: Regional Emissions. The following mitigation measures are incorporated <br /> into the proposed project to reduce regional project-generated air emissions: <br /> <br /> ,. The project site should be linked to the local transit system through the provision of bus <br /> stop pullouts and pedestrian shelters, and through coordination with the local transit <br /> agency. <br /> <br /> The installation of energy-efficient heating and cooling systems, and energy efficient <br /> lighting shall be required in all residential, commercial, and school construction. <br /> <br /> Only EPA-approved fireplaces and wood burning stoves shall be installed in residential <br /> units. <br /> <br />Implementation of these measures would not reduce the above impact to a less-than-significant level. <br />Specific economic, legal, social, technological, or other considerations make infeasible the altematives <br />identified in the environmental impact report that would definitively reduce this impact to a less-than- <br />significant level. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.6-4: Operational Emissions From On-Site RMC Lonestar Gravel Harvesting Activities. <br /> The RMC Lonestar property within the eastern portion of the project site (Lot 21) has been <br /> previously permitted by the County of Alameda to include future gravel harvesting operations. <br /> If mining activities were to occur on this property, they could generate dust levels that would be <br /> a nuisance for new residents.
