MR QUALITY !Section 4.61 <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.6-1: Construction-Related Air Emissions. Construction activities associated with the <br /> proposed Specific Plan would temporarily produce emissions of NOx,ROG, SO?, CO, and PML0. <br /> Emissions would vary substantially from day to day and could potentially produce substantial <br /> amounts of PML0. The generation of these construction emissions on the project site would be <br /> considered a short-term potentially significant air quality impact. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential air quality <br />impacts to a less-than-significant level: <br /> <br />Mitigation Measure 4.6-1: Construction-Related Air Emissions. Site grading, excavation, and <br /> general construction activities could result in temporarily significant air quality impacts. To <br /> mitigate this impact, the Specific Plan air quality mitigation measures shall be implemented at all <br /> construction sites in accordance with Bay Area Air Quality Management District (BAAQMD) <br /> Basic and Enhanced Control Measures. The specific controls included in the Specific Plan are as <br /> follows: <br /> <br /> · During the construction period, all active unpaved construction areas shall be watered at <br /> least twice daily or treated with non-toxic soil stabilizers in order to avoid dust. Exposed <br /> stockpiles of dirt or sand shall be enclosed, covered, watered twice daily, or treated with <br /> non-toxic soil binders. <br /> <br /> · If soil material is carried on public or private roads, such roads shall be swept daily with <br /> water sweepers to control dust, where applicable. <br /> <br /> · In graded construction area, replacement vegetation shall be planted as quickly as <br /> possible. Graded areas that remain inactive for ten days or more during the rainy season <br /> (i.e., October 1 to April 1) without permanent replanting should be hydro seeded or <br /> stabilized to inhibit dust. <br /> <br /> · All trucks hauling excavated materials shall be covered with tarpaulins or other effective <br /> covers. <br /> <br /> · All unpaved access roads, parking areas, and staging areas at construction sites shall be <br /> paved, watered three times daily, or covered with non-toxic soil stabilizers. <br /> <br /> · Traffic speed on unpaved roads shall be limited to 15 miles per hour. <br /> <br /> · Reactive organic gas (ROG) emissions from adhesives, clean-up solvents, paint, and <br /> asphalt paving materials used during project construction shall be reduced by using <br /> materials with a low ROG content, in compliance with Bay Area Air Quality <br /> Management District standards. <br /> <br />Vineyard Avenue Corridor Spedtic Plan Draft EIR -21- Findings <br /> <br /> <br />
