Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential noise impacts: <br /> <br />Mitigation Measure 4.5-4: 1Noise Effects of Gravel Harvesting Operations Specific Plan measure <br /> 4.5-3 (above) shall be implemented to also minimize noise levels on the project site from offsite <br /> gravel harvesting operations. <br /> <br />Additional mitigation of the above impact is the responsibility and jurisdiction of Alameda County, <br />consistent with the mining and reclamation permit issued to RMC Lonestar in 1981 and the Livermore <br />Amador Valley Quarry Reclamation Specific Plan. Mitigation to reduce adverse impacts is available in <br />the Livermore Amador Valley Quarry Reclamation Specific Plan to Alameda County, and can and <br />should be adopted by the County. Specific economic, legal, social, technological, or other considerations <br />make infeasible the alternatives identified in the environmental impact report that would definitively <br />reduce this impact to a less-than-significant level. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.5-5: Traffic Noise Effects. Noise-sensitive land uses located along the proposed Vineyard <br /> Avenue re-alignment could be exposed to traffic noise levels in excess of the City' s exterior <br /> noise standards. Consequently, traffic noise would be considered a potentially significant impact <br /> to these noise-sensitive receptors. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential noise impacts to <br />a less-than-significant level: <br /> <br />Mitigation Measure 4.5-5: Traffic Noise Effects <br /> A minimum six-foot high landscaped earth berm shall be constructed along the Vineyard <br /> Avenue frontage of Lots 4, 8, 9, 10, 11, and 13, and a decorative masonry soundwall and <br /> landscaping shall be constructed along the Vineyard Avenue frontage of Lot 1 and be <br /> designed to complement the existing soundwall and landscaping on the north side of <br /> Vineyard Avenue. <br /> , All new two-story homes constructed less than 140 feet from the centerline of the re- <br /> aligned of Vineyard Avenue shall have a fresh air ventilation and/or air conditioning <br /> system to allow residents to maintain closed windows for noise control. <br /> · Potential bed and breakfast facilities shall be designed to ensure that interior noise levels <br /> of the occupied rooms are less than 45 dBA L~. Sound rated windows shall be required <br /> for all rooms with a view of Vineyard Avenue. Because windows must remain closed to <br /> obtain the required noise reduction, mechanical ventilation (e.g., air conditioning) shall <br /> be provided for all rooms. A Title 24 analysis shall be required during the design phase <br /> to define the noise control recommendations and specify noise control measures to be <br /> incorporated into the building design. <br /> · The existing speed limit on Vineyard Avenue between Bernal Avenue and Montevino <br /> Drive shall be reduced from 40 mph to 35 mph in order to reduce traffic noise levels. <br /> <br />Vineyard Avenue Corridor Specific Plan Draft EIR -20- Findings <br /> <br /> <br />
