Mitigation Measure 4.5-2: Stationary. Source Noise Generated by Development. The loudness of <br /> school bells and outdoor speakers should be minimized to reduce impacts on surrounding <br /> residents. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.5-3: Noise Effects of Gravel Processing Operations. Noise-sensitive land uses would be <br /> exposed to noise levels from the existing gravel processing operations that would exceed the <br /> City' s standards. This impact would be considered potentially significant. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential noise impacts to <br />a less-than-significant level: <br /> <br />Mitigation Measure 4.5-3: Noise Effects of Gravel Processing Operations All new homes within a <br /> direct line of sight of the RMC Lonestar gravel processing plant shall be constructed with a <br /> fresh-air ventilation and/or air conditioning system that allows residents to maintain closed <br /> windows for noise control. All windows facing the plant shall be dual-pane. <br /> <br /> New homes on noise-exposed lots (Lots 8, 9, 13, 15, 18, 19, 20, 21, 26, 27 and 28) should be <br /> designed to locate sensitive outdoor recreation areas on the south sides of the homes, wherever <br /> possible. <br /> <br /> The recorded deed of sale for all lots shall include a clause which states that the property is in an <br /> area subject to excessive noise, dust, and vibration levels from gravel harvesting and processing <br /> and that the City of Pleasanton is not liable for possible damages due to such impacts. <br /> <br /> All lots within the Specific Plan Area shall include a noise/dust/vibration easement in the <br /> recorded deed of sale. In addition, a separate disclosure statement shall be provided to <br /> prospective purchasers and tenants by lot owners, developers, and future successors in interest. <br /> The disclosure statement shall provide full disclosure of the potential future mining operations <br /> within the Specific Plan Area. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.5-4: Noise Effects of Gravel Harvesting Operations. Noise-sensitive land uses would be <br /> exposed to noise from gravel harvesting operations in excess of the City' s exterior noise <br /> standard. This impact would be considered significant and unavoidable. <br /> <br />Changes or alterations are within the responsibility and jurisdiction of another public agency and have <br />been, or can and should be, adopted by that other agency. <br /> <br />Vineyard Avenue Corridor Spedfic Plan Draft EIR -19- Findings <br /> <br /> <br />
