SIGNIFICANT EFFECT <br /> <br />Impact 4.1-5: Land Use Compatibility. - Parks and Residential Uses. The Specific Plan proposes <br /> development of a 20-acre community park (no sports field lighting is proposed). The park would <br /> serve residents of the Plan Area as well as the surrounding community. Existing residential uses <br /> are located generally to the south of the proposed park site. New residential uses are also <br /> proposed to the north, east and west of the park site. Noise generated by park users could create <br /> nuisances for adjacent residential areas. Also, access from the park site to adjacent residential <br /> areas could increase the potential for vandalism. Because residential uses are considered <br /> sensitive receptors for noise, and there is an increased potential for vandalism, the location of <br /> parks and residential land uses adjacent to each other may result in land use conflicts. This <br /> impact is considered potentially significant. <br /> <br />Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid <br />the significant effects on the environment. <br /> <br />Facts in Support of Finding <br /> <br />The City of Pleasanton has adopted the following measures which will reduce potential land use impacts <br />to a less-than-significant level: <br /> <br />Mitigation Measure 4.1-5: Land Use Compatibility - Parks and Residential Uses, Uses in the <br /> southern most portion of the proposed park shall generally be restricted to passive activities such <br /> as pedestrian/equestrian Wails and open space. Setbacks and landscaped buffers of at least 30- <br /> feet shall be incorporated into the park site plan to screen existing and proposed adjacent <br /> residential areas from park noise and activities. Outdoor security lighting shall be shielded to <br /> direct light downward to minimize its visibility from surrounding properties. <br /> <br />SIGNIFICANT EFFECT <br /> <br />Impact 4.1-7: l,and Use Compatibility. - Aggregate Mining and Residential Uses. The Plan Area is <br /> located adjacent to the Arroyo del Valle, an area which is subject to extensive aggregate mining <br /> and processing. In addition, Lot 21 within the Plan Area is owned by RMC Lonestar. Alameda <br /> County issued a mining and reclamation pertnit to RMC Lonestar in 1981 that allows aggregate <br /> mining on Lot 21 as part of the Livermore Amador Valley Quarry Reclamation Specific Plan. <br /> Conflicts could occur between the proposed residential uses and existing aggregate operations. <br /> Further, proposed residential uses could be affected by future mining and reclamation operations <br /> potentially occurring on Lot 21.
