Mitigation Measure 4.1-7: Land Use Compatibility. - A~gregate Minin~ and Residential Uses.
Implement the Specific Plan measures identified in Section 4.5, Noise, and Section 4.6, Air
Quality.

Additional mitigation of the above impact is the responsibility and jurisdiction of Alameda County,
consistent with the mining and reclamation permit issued to RMC Lonestar in 1981 and the Livermore
Amador Valley Quarry Reclamation Specific Plan. Mitigation to reduce adverse impacts is available in
the Livermore Amador Valley Quarry Reclamation Specific Plan to Alameda County, and can and
should be adopted by the County. Specific economic, legal, social, technological, or other considerations
make infeasible the alternatives identified in the environmental impact report that would definitively
reduce this impact to a less-than-significant level.

EARTH RESOURCES (Section 4.21

SIGNIFICANT EFFECT

Impact 4.2-1: i~Re.~eiamj~j~. Ground shaking during expected earthquakes on regional faults could
cause structural and nonstructural damage at the project site. This would be considered a
significant and unavoidable impact.

Specific economic, legal, social, technological, or other considerations, including considerations for the
provision of employment opportunities for highly trained workers, make infeasible the mitigation
measures or alternatives identified in the environmental impact report.

Facts in Support of Finding

The City of Pleasanton has adopted the following measures which will reduce potential seismic impacts:

Mitigation Measure 4.2-1: Site Seismicity. All structures and constructed slopes shall be designed in
accordance with the most recently adopted Uniform Building Code as modified by the California
Code of Regulations. A soils report and geotechnical report shall be prepared for each individual
development project (unless otherwise approved by the City Engineer) proposed within the
Specific Plan Area. Analysis presented in the geotechnical report shall conform with the
California Division of Mines and Geology recommendations presented in the "Guidelines for
Evaluating Seismic Hazards in California." Projects located within the alluvial deposit areas of
the project site shall specifically address and be designed to withstand the potential for
liquefaction. Projects within the upland areas or adjacent to steep slopes of upland areas shall
specifically address the potential for seismically-induced landsliding. The report shall be
submitted to the City for review by a qualified consulting geotechnical engineer reporting to the
City at the applicant's cost. The projects shall incorporate all recommendations of the City's
consulting engineer into the project design.

Implementation of these measures would not reduce the above impact to a less-than-significant level.
Specific economic, legal, social, technological, or other considerations make infeasible the alternatives
identified in the environmental impact report that would definitively reduce this impact to a less-than-
significant level.

Vineyard Avenue Corridor Specific Plan Draft EIR -8- Findings
