The <br />Commission added a condition that allows the Roberts to review and approve the plans for the <br />portion of an emergency vehicle access (EVA) road located on their property should it be <br />determined that the EVA from the Reznick property be connected to the Roberts' driveway. In <br />addition, the Commission modified Condition No. 7.d. to allow the Planning Director to approve <br />some expansion to the Designated Development Areas for Lots 1 and 3. The dissenting <br />Commissioner did not support the condition allowing two-story homes up to 27-feet tall be <br />allowed on the lots above the 540-foot elevation (Lots 3-7). <br /> <br />DISCUSSION <br /> <br />The attached Planning Commission staff report dated May 24, 2006, provides a detailed <br />description and discussion of the proposed application including: the private road, EVA, home <br />site locations, architectural guidelines [staff notes that the architectural guidelines have since <br />been conditioned to be reviewed by the Planning Commission in conjunction with its review of <br />the tentative map], building height, building envelopes/designated development areas, photo <br />simulations, grading, geotechnical report, tree removal and mitigation, and public comments. <br />This report includes additional discussion regarding the new plan/report submittals and peer <br />reviews. <br /> <br />Drainage Plan <br /> <br />In order to reduce stormwater runoff and pollutants from the site, the applicant has directed the <br />drainage from the lots and private road into infiltration planters that would allow contaminants <br />to be filtered from the stormwater before entering the arroyos and, ultimately, the bay. This is a <br />type of stormwater runoff measure strongly supported by the Regional Water Quality Control <br />Board and local agencies implementing the urban clean water runoff program. Staff notes that <br />the drainage plan does not specify the plant type or retaining wall material proposed for the <br />infiltration planters. A condition of approval requires that these details be included with the <br />improvement plans for the subdivision. A condition also specifies that drainage from the <br />development shall not drain onto the adjacent Roberts and Brozosky properties. This <br />requirement would also apply to future drainage systems installed by the homeowners. <br /> <br />Overall, staff finds the proposed drainage plan to be acceptable and that it incorporates adequate <br />stormwater runoff measures. <br /> <br />Utility Plan <br /> <br />A preliminary utility plan has been included for the Council's review and approval.
