<br />remain overhead per the Vineyard A venue Corridor Specific Plan, all on-site utility lines required <br />to serve the proposed development will be installed underground in a joint trench. Furthermore, <br />water, storm drain, and sanitary sewer lines would be extended from existing City mains in Old <br />Vineyard Avenue up the private road to serve the new homes. Staff finds the preliminary utility <br />plan to be acceptable. <br /> <br />Fire Management and Open Space Plans <br /> <br />Proper management of Open Space areas is necessary to maintain the quality of the existing <br />natural environment as well as to reduce fire hazards. Therefore, the Specific Plan requires that <br />site-specific Open-Space Management and Wildland Fire Protection Plans be prepared and <br />submitted by each developer of lots which contain Open Space land as a part of the PUD <br />development plan application. The plans are required to address agricultural operations, open <br />space maintenance, wildlife and vegetation preservation needs, and measures to reduce fire <br />intensity through fuels management and to allow the dwellings to resist fire exposure. <br /> <br />The applicant has submitted the Open-Space Management and Wildland Fire Protection Plan as <br />one document. The plan discusses such items as the allowable uses and structures in the open <br />space areas, explains that the project arborist will prepare recommendations for continual tree <br />care on each lot, and includes several fire management measures, such as regularly mowing <br />grasslands and prohibiting extremely flammable plants. Staff finds the Open-Space Management <br />and Wildland Fire Protection Plan to be generally acceptable, but does recommend that a few <br />minor changes be incorporated into the plan, which are described below: <br /> <br />. Modify the open space uses to conform to the uses listed in PUD condition No. 2.b. <br /> <br />. Add all language from PUD condition no. 31, regarding raptor nests. <br /> <br />. Provide examples of extremely flammable plants/trees that won't be allowed. <br /> <br />. Provide more details on allowable pruning of existing trees for purposes of fire management. <br /> <br />. Specify how far new trees should be planted from existing tree canopies to avoid the creation <br />of fuel ladders. <br /> <br />A condition of approval addresses the above items. Staff has also included a condition that <br />requires that the Planning Director review and approve the arborist's recommendations for the <br />continual tree care on each lot. <br /> <br />Tree Report <br /> <br />The applicant has submitted a final tree report, which includes tree removal information <br />previously reviewed by the Planning Commission along with general recommendations for <br /> <br />SR 06:155 <br />Page 5 <br />
