<br />items of work (Phase 1 only with no bridges), was $700,000. The low bid of $847,256.24 <br />was received from Hanford Applied Restoration & Conservation of Sonoma, California. All <br />bid documents were found to be in order. Past work performed by this contractor was <br />verified to be satisfactory. <br /> <br />At the March 21, 2006, City Council meeting, staff was directed to conduct a neighborhood <br />meeting to specifically address drainage concerns from property owners downstream of the <br />Kottinger Creek Restoration project. On April 24th, a meeting was conducted at City Hall <br />and was attended by approximately ten local residents. A presentation was conducted by Far <br />West Restoration Engineering (the project design consultant) which focused on an overview of <br />the project, and the results of the hydraulic model study performed on the creek. The results <br />of the model study show that while the stream flow through the park will be changed due the <br />geometric changes in the channel width, the project will not adversely impact adjacent or <br />upstream/downstream property owners. Previous concerns stem from flooding that occurred <br />in 1986. Flows within the creek exceeded culvert capacities and ran into the street causing <br />flooding downstream. Since that time, residential development upstream has installed <br />detention basins that capture stormwater runoff, store the flows, and slowly release the water <br />over an extended period of time. Based on several previous studies, the anticipated runoff in a <br />100 year storm has been reduced approximately 80 percent from 900 cubic feet per second <br />without detention basins to 124 cubic feet per second with detention basins. Based on the <br />reduced flows, the existing culvert capacities downstream exceed any anticipated flows from a <br />major storm event. <br /> <br />The City has applied for a grant from the State of California. Based on recent <br />correspondence, recommendations for funding will not be known until June. However, it is <br />unlikely that this project will receive funding since the State has started to conduct project site <br />visits for those projects on their short list for consideration. Since we have not been notified <br />that we have made the short list, it is unlikely that we will receive funding. Staff has <br />contacted the State for clarification of the City of Pleasanton's status for grant funding. It is <br />hoped that we will have a defmitive answer by the City Council meeting date. <br /> <br />Staff is recommending awarding the contract for the base bid because it is very close to being <br />within budget, and accomplishes most of the project's intent. If the City Council wishes to <br />complete almost all of the creek grading work and landscaping, they should choose Option 2. <br />If the Council wishes to complete all of the grading and landscaping and the lower area <br />bridge, they should choose Option 3; Option 4 adds the upper bridge which is of minimal <br />value to the project goals. <br /> <br />BUDGET <br /> <br />In the bid documents, provisions for additive/deductive items of work were included to allow <br />the City Council to consider different levels of funding for the project.
