<br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The Pleasanton Police Department is currently using West Covina Services Group (WCSG) RMS <br />and CAD software that resides on an HP3000 mini-computer located at the Pleasanton Police <br />Department. This is a legacy system dating back approximately 17 years. The WCSG was <br />formed by the City of West Covina approximately 9 years ago to service this software after the <br />service provider abandoned the system. The WCSG currently serves 16 police agencies including <br />Alhambra Police, Chino Police, Corona Police, Covina Police, Cypress Police, El Centro Police, <br />El Monte Police, El Segundo Police, Fountain Valley Police, La Habra Police, Laguna Beach <br />Police, Maywood Police, La Palma Police, Los Alamitos Police, Porterville Police, Montclair <br />Police, San Marino Police, Seal Beach Police, Tustin Police, Hanford Police, La Mesa Police and <br />Tracy Police Department's. <br /> <br />While both system hardware and software has been upgraded over the years, the base software <br />code and hardware system architecture has remained constant. There are two main issues driving <br />the need for change in our current RMS/CAD system: <br /> <br />. A desire to modernize our current software system to allow for the integration of <br />safety and workflow modules that will improve related departmental operations. <br />. The HP3000 mini-computer is antiquated technology. <br /> <br />The HP3000 mini-computer has not been produced or supported as a computer platform by <br />Hewlett Packard for a number of years. Fortunately, we have been able to use a third party <br />vendor to provide system maintenance. However, it is becoming increasingly impractical to <br />continue this maintenance and replacement parts are becoming an issue. Unfortunately, our <br />current RMS/CAD software will only run on the HP3000 platform and therefore must be <br />replaced in the near future in order to continue to have a reliable dispatch and data storage <br />system available to public safety. <br /> <br />In addition to computer hardware issues, the current RMS/CAD software is over 17 years old <br />and as a result, it is often incompatible with new public safety systems and programs that take <br />advantage of newer processes and systems. Most modern programs designed to improve <br />workflow and safety, are designed to work on a Windows/Intel platform not the HP3000. The <br />limitations of our existing hardware and software systems have hampered efforts over the past <br />10 years to modernize police department information systems. <br /> <br />The police department began the process of replacing the current CAD/RMS in mid 2005. The <br />first step involved a feasibility study regarding the replacement of the system. The primary <br />focus of this study was related to the advantages and disadvantage of delaying replacement in <br />favor of waiting for the WCSG to upgrade its system. While the proposed upgrade would <br />address issues related to replacement of the HP3000 and be less costly to procure, staff was <br />SR:06:114 <br />Page 2 <br />
