efforts to enhance cross-jurisdictional cooperation and communication relative to affordable
housing issues facing our region, the TV AHC developed the concept of a first-time home buyer
clearinghouse.

In January 2005, the TV AHC sponsored a lender meeting to introduce the Tri- Valley Housing
Opportunity Center. Since this time, staff members from the five Tri-Valley cities have been
working toward the creation and establishment of The Center as a key resource to promote
affordable housing opportunities in the Tri-Valley. Below is a summary of the key facts and
activities to date relative to the creation of the Center.

. The Tri-Valley Housing Opportunity Center is a subset of the Tri-Valley Affordable Housing
Committee (TV AHC) and is operating as a non-profit under the umbrella of the Tri- Valley
Business Council's Educational Collaborative, Inc., a 501(c)3 non-profit.

. The Center is located at 20 South L Street in Livermore and plans to eventually have satellite
offices in the other cities for orientations, workshops, and trainings. As well as using City-
sponsored space, local businesses have volunteered the use of space for these activities.

. The (TV AHC) has formed an advisory board to represent the different cities in The Center.
Currently, the committee is being chaired by the City of Livermore, Pleasanton staff is
serving as the vice-chair, San Ramon and Danville are serving as secretary, and the treasurer
of the Tri-Valley Business Council is The Center's fiduciary agent.

. In June 2005, a regional "Housing Expo" was held at the CarrAmerica Center in Pleasanton.
Lenders, mortgage companies, non-profit developers, and service providers staffed
approximately 30 individual booths. Approximately 500 members of the public visited the
booths to obtain housing information and also attended workshops on the "Fundamentals of
Buying a Home" and "Credit Counseling and Debt Management."

. As one of the many partnerships being formed through the committee, staff worked with the
Tri- Valley Herald to put together a pull-out newspaper booklet that included housing
statistics and demographics, contact information, a description of The Center's services and
programs, and advertisements for sponsors and Center partners. The booklet was included in
newspapers that were delivered to all subscribers and was also bundled and delivered to
apartment complexes in each of the five cities.

. The advisory committee hired John Lucero as interim director to set up The Center (get
supplies, cubicles, computers, etc.) and assist in the hiring of administrative support,
securing additional resources, and starting work with clients. Mr. Lucero formerly worked
for Fannie Mae and has significant experience in housing and lending.

SR:06:113
Page 2
