r "\ 4" pLEASANTONc ~ City Council Staff Report May 16, 2006 Housing Division SUBJECT: APPROVAL OF TRI-VALLEY BUSINESS COUNCIL PUBLIC PARTICIPATING JURISDICTION AGREEMENT STAFF RECOMMENDATION: Staff recommends the City Council approve the attached Public Participating Jurisdiction Agreement establishing terms for the joint support and sponsorship of the Tri-Valley Housing Opportunity Center (through the Tri-Valley Business Council) and authorize the City Manager to sign all related documents. SUMMARY: This report summarizes a Public Participating Jurisdiction Agreement among the cities of Pleasant on, Livermore, Dublin, San Ramon and Danville to establish terms for the joint support and sponsorship of the Tri-Valley Housing Opportunity Center which opened in Livermore in September 2005. The report provides a recommendation to approve the agreement. Honorable Mayor and Members of the City Council: DISCUSSION The Tri-Valley Housing Opportunity Center ("The Center") was established in 2005 in response to the challenge of coordinating varying housing programs from multiple agencies and jurisdictions in the Tri-Valley area. The overall goal of the Center is to improve the delivery of services and programs and to provide first-time home buyer and financial education and counseling to Tri-Valley residents and employees in order to increase home ownership and financial well-being. The Center grew out of discussions that took place over the past several years in meetings of the Tri-Valley Affordable Housing Committee (TV AHC), which is comprised of elected officials and staff representatives from the Cities of Livermore, Pleasanton, Dublin, and San Ramon, the Town ofDanville, Alameda County, and Contra Costa County.
