<br />. On September 24, 2005, The Center held its grand opening and ribbon cutting. <br />Congresswoman Ellen Tauscher assisted in the ribbon cutting along with Alameda County <br />Supervisor Haggerty and elected officials from the five cities and two counties. <br /> <br />. A board retreat was held in Danville in November 2005. Approximately 30 interested <br />individuals attended the retreat. A subcommittee from the advisory board interviewed <br />individuals who were interested in participating on the new board for the Center. The <br />inaugural Board of Directors was sworn in on Thursday, April 6, during ajoint event that <br />also recognized the City of Pleasant on's receipt of a DollarWi$e Capacity Grant award for <br />the Center from the U.S. Conference of Mayors (one of only three awards granted <br />throughout the country). <br /> <br />. The first task before the new board will be the recruitment of a permanent executive director <br />for the Center. Interviews have already been conducted with several promising candidates, <br />and it is anticipated that the position will be filled by late April or early May. <br /> <br />Public Participating Jurisdiction Agreement <br /> <br />The cities of Pleasanton, Livermore, Dublin, San Ramon and the Town of Danville, have been <br />involved in a collaborative relationship surrounding the establishment of the Center for the past <br />several years. As noted earlier, each of the five cities has committed $50,000 toward the initial <br />start-up costs to get the Center established and to a point where it will be generating its own <br />operating income through grants, donations, and fee-based services. <br /> <br />The attached Public Participating Jurisdiction Agreement (PPJA) has been developed through <br />the cooperation of legal counsel and housing staff in the five cities to memorialize the <br />collaboration of the multiple jurisdictions and the terms under which the cities are participating <br />in this joint venture. The PPJA has been reviewed by Pleasanton's City Attorney and found to <br />be acceptable. This document will cover the Center's operation under the Tri-Valley Business <br />Council Educational Collaborative (TVHCEC) until such time that it obtains separate non-profit <br />status, at which time the TVBCEC will transfer all of its obligations to the Center. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends the City Council approve the attached Public Participating Jurisdiction <br />Agreement with the five cities and the Tri-Valley Business Council (the "parent organization" <br />for the Center) to establish the terms for this collaborative venture. <br /> <br />SR:06:ll3 <br />Page 3 <br />
