Staff anticipates processing a change order reflecting <br />landscaping work to be completed by City crews that will reduce the overall <br />cost of the project by $27,164, to $410,600. The project consists of the <br />construction of an approximately 700 square foot masonry restroom building <br />and related site work, to be located at the southern end of Delucchi Park, <br />near West Angela Street. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />At its meeting of April 19,2005, the Council considered a variety oflocations for a new public <br />restroom building in the Downtown area. After receiving public testimony and reviewing <br />conceptual design options, the Council selected the southwest corner of Delucchi Park (near W. <br />Angela Street) as its preferred location. On May 17,2005, the Council considered the matter of <br />a "custom design versus manufactured structure," and unanimously decided to pursue a custom <br />restroom design. Staff negotiated a Scope of Services with the firm of ELS Architects of <br />Berkeley to perform the design work, and on June 21, 2005, the Council approved the resulting <br />Consultant Agreement. <br /> <br />On February 26,2006, the project was advertised for public bids. A formal bid opening occurred <br />on March 9, 2006, with two (2) bids received. The bids ranged from a high of $449,900, to a low <br />of $382,959 for the project's "Base Bid." The initial engineer's estimate was $240,000. The <br />firm of G & G Builders, Inc. of Pleasanton submitted the low base bid, and all bid documents <br />were found to be in order. This contractor has not previously worked for the City, but has <br />provided excellent references that attest to its reliability and responsibility on similar municipal <br />projects. The bid is included as Attachment A. <br /> <br />PROJECT DESCRIPTION <br /> <br />The project's base bid consists of a custom-designed masonry structure of approximately 700 <br />square feet in overall size, which contains the following spaces/fixtures: <br /> <br />. Women's restroom - six (6) stalls (1 of which is disabled accessible), three (3) hand <br />sinks, and a diaper changing station. <br />. Men's restroom - two (2) stalls (I of which is disabled accessible), two (2) urinals, two <br />(2) hand sinks, and a diaper changing station. <br />. Family restroom - one (I) disabled accessible stall, one (I) hand sink, and a diaper <br />changing station. <br />· Janitor's storage room/plumbing chase - approximately 90 square feet. <br />.
