This equipment will be used to inform motorists of changing driving
conditions and travel times as construction takes place relating to the 1-
580 HOV Lane Project, Isabel Interchange, Route 84 Pigeon Pass
widening, and Isabel Avenue widening projects. The equipment is
scheduled to be placed in operation in early 2007 and will remain in
place after these projects are completed for the purpose of relaying
traffic incident and congestion information to motorists and facilitating
improved transit service along the corridor.

The purpose of the 1-580 Intelligent Transportation System (ITS)!
Traffic Operations System (TOS) Cooperative Agreement is to allow
the final design to be completed and to allow construction to begin.
The new system equipment will be fully compatible with the
equipment previously installed as part of the 1-580 Smart Corridor
Project. The installation of this equipment as part of the 1-580 HOV
Project is assumed as a base condition in the ongoing Triangle Traffic
Study.

Honorable Mayor and Members of the City Council:

BACKGROUND

1-580 in the Tri-valley is one of the five most congested freeways in the 9-county Bay
Area during both the morning and evening commute periods. The Alameda County
Congestion Management Agency is currently designing the eastbound 1-580 High
Occupancy Vehicle (HOV) Project, due to break ground in 2007. This project will
construct a new HOV lane between Hacienda Drive and Greenville Road. The project
will involve some freeway widening and extensive work in the freeway median. To
help manage congestion during the construction of both this project and future
interchange projects along 1-580 and construction along Route 84, an initial phase of the
1-580 HOV Project involves the installation of Intelligent Transportation System (ITS)
equipment along the corridor. This equipment includes changeable message signs,
video monitoring equipment, ramp metering signals, possible radio broadcast roadway
information, website information and other communications and monitoring hardware.

City Council approved an MOU for this project in January, 2006. The Cooperative
Agreement now before the City Council will facilitate the completion of the project
design and allow construction to proceed. Most of the equipment will be installed on
Caltrans' right-of-way and in Livermore and Dublin. One closed circuit TV camera
will be installed at the intersection of Bernal A venue at Valley A venue near the
SR 06:108
Page 2 of3
